Study On The Overall Governance Mechanism Of River Basin Ecological Environment

The holistic governance theory into the analysis of the ecological environment governance perspective,pointed out that the overall governance can not only adapt to the natural social ecological complex system,and can effectively realize the suture basin government departments fragmentation,so as to promote the construction of Multiple Complex Watershed Governance mechanism.Over the years,developed countries formed the basic experience mature in the practice of Holistic Governance in the ecological environment,including the establishment of a unified management mechanism for watershed conditions,long planning comprehensive watershed management,watershed to promote inter departmental coordination and integration mechanism,and actively promote the ecological environment governance in public-private partnership,the article points out and so on.And we should learn from international experience,and closely combining the actual situation,so as to explore the overall governance mechanism of ecological environment of the river basin has Chinese characteristics.From our focus on watershed management,watershed ecological environment governance in China can be divided into primary stage,governance to flood disaster prevention,comprehensive management in river basin water pollution control as the focus,in the valley of harmonious development of man and nature as the concept of comprehensive management stage,however,the overall governance mechanism of the ecological environment of our country still belongs to the branch of the governance model,there is a watershed management concept of fragmentation,fragmentation of watershed management function,watershed management information fragmentation and watershed management performance evaluation Assessment of debris and other practical difficulties,resulting in poor performance of ecological environment in the valley.The performance evaluation of ecological environment management in 11 provinces and cities of Yangtze River Basin in 2005?2014 years was evaluated by DEA method:regional growth rates vary greatly,and the temporal and spatial differences of the ecological efficiency of the upper,middle and lower reaches are significant.Based on this,proposed to clarify different levels of watershed management responsibility sharing mechanism,promote the river basin district government inter departmental function integration mechanism,improve the ecological environment of public-private cooperation and trust mechanism,so as to improve the overall governance mechanism of ecological environment in China Basin.
