Rare mineral resources are the key raw materials for modern manufacturing,especially for emerging strategic industries and national defense industries.Cobalt is known as "industrial monosodium glutamate",and is widely used in new energy batteries,high-temperature alloys,hard alloys and other related fields,with little alternative products.The United States,the European Union and Japan have listed cobalt as a strategic mineral,China’s supply situation is even more severe.According to the data published in 2018,China’s cobalt reserves accounted for 1.2% of the world’s total,while annual consumption accounted for 51.3%,so China’s self protection ability of cobalt resources is very limited.Therefore,it is of practical significance to evaluate the supply security of cobalt resources quantitatively and put forward corresponding policy suggestions on its supply risk factors.This paper starts with the demand of cobalt resources,introduces the wide application of cobalt in strategic emerging fields,analyzes and analyzes the consumption of various departments,and concludes that the consumption of cobalt in the global market will continue to grow in the future,and a few consumer countries compete.With limited cobalt resources,resource supply and trade channels have become two key links.In the supply chain,through analysis of reserves,mine cobalt production,refined cobalt production and China’s cobalt resource production,the background of global cobalt resource supply is analyzed and the risk factors are analyzed.In the trade link,by analyzing the world’s major trade patterns,the SinoGangzhou trade relationship is closely related,and then the Sino-Ganggang trade relationship and Congo’s supply instability factors are analyzed separately.Then the pricing mechanism of cobalt and the two major cobaltes are The volatility cycle was explored and analyzed for risk factors across the trade.In the part of safety evaluation,the whole industry chain analysis is introduced to systematically sort out the possible risk factors of cobalt resources in various industrial links,screen risk indicators and establish a supply safety evaluation system.In the safety evaluation,the method of entropy weight is used to empower each evaluation index scientifically and objectively,and then the annual supply safety degree from 2006 to 2018 is calculated according to the specific value of each evaluation index.The results show that the supply situation of cobalt resources in China is becoming more and more serious,and the overall trend of supply security is declining,and the safety value and the reasons for the changes in each stage are explained in detail.According to the analysis in the context of comprehensive full-text supply demand,the demand for cobalt in the world,especially China,will continue to be strong,while cobalt resources are limited,many risk factors cannot be changed,and there is a risk that the degree of monopoly will be further aggravated.The security situation of China’s cobalt resource supply is still very serious.
