Northern Environmental Energy Exchange Co.,Ltd.(hereinafter referred to as the NEEEX)was established on November 10,2010.Since 2012,it has not officially started any main business within the scope of business,without any main income;there has been excessive emphasis on The discussion of the policy system gave up the phenomenon of strengthening the connection with the enterprises.The main reason is that after 2012,due to frequent changes in management and shareholders,the pilot exchanges that did not grasp the opportunity to achieve the filing of the National Development and Reform Commission,did not get the trading qualifications of carbon emission rights,resulting in dramatic changes in personnel,loss of professional talents,and even Enterprises can not continue to undertake related business,and then the shift of work focus to policy research makes the state of no revenue more serious.So far,it can only rely on the “transfusion” of shareholders to survive.The fundamental reason is that the overall strategic thinking of the enterprise has not been adjusted with the current big environment and the internal problems faced by the enterprise,and the development strategy of the enterprise is lacking.Firstly,through the analysis of macro environment,the article analyzes the current political environment,economic environment and the main business of the NEEEX,and clarifies the overall environment for environmental energy transactions,especially for market regulation and green financial innovation.The overall development is good,but the main business cannot be carried out normally due to policy restrictions.According to the matrix diagram of Porter’s five-force model,the environmental energy market in Jilin Province is currently the “blue ocean” market.Due to the low market acceptance,most foreign enterprises have chosen first-tier cities and southern cities with more mature market environments.The northeast market is in a state of development,and the North China Railway’s industry competition in the Jilin Province and even the Northeast region still has strong competitive strength.Through the analysis of the internal environment and the actual situation of the NEEEX,the problems of the enterprise’s own existing enterprise structure are loose,personnel management is chaotic,and the development goals of the enterprise do not match the actual situation.The above conclusions are introduced into the SWOT matrix to determine the strategic choices at the enterprise level that are most suitable for the NEEEX – the relevant diversification strategy.After determining the development strategy at the enterprise level,it is necessary to adopt corresponding means to carry out the work in a step-by-step manner.At the development level of the North Exchange,it is necessary to continue to strengthen communication and cooperation with relevant government functions,maintain high sensitivity to policies,and strive to develop a variety of profitable businesses such as emissions trading,carbon asset pledge,carbon sink project development,carbon asset management,etc.Re-establish the corporate image in the functional area,establish contact with the provincial control enterprises,and strengthen the communication to explore the needs of the enterprise,as a means of feedback on new business development and adjustment of the direction of the work of the North Exchange;consolidate the filing with the National Development and Reform Commission Communicate with non-reporting exchanges,establish industry alliances,try to build training bases,cross-regional project docking and other services,and explore cooperation and win-win channels within the industry.After determining the implementation path of the development strategy of the North Exchange,while waiting for the opening of the national carbon market,the North Exchange should continue to introduce relevant professional talents and implement a risk prevention system in advance.By constructing the ecology of environmental energy rights and interests transactions,the company will continue to develop the needs of enterprises and open up regional markets to create the status of the leading enterprises of the environmental energy rights exchanges in the Jilin Province and even the Northeast.
