| The Northwest of China is relatively backward in its economy.The five provinces of Northwest China are inland,far from the sea,drought and less rain all the year round,and the surface is rugged.Therefore,it is difficult to develop the economy of the Northwest region.As a result,the income gap between the east and the west of China is gradually increasing.Since the development of the western region,the economy of the northwest region has been developed to a certain extent,but with the growth of the economy,it has also brought about a series of environmental deterioration,such as serious soil and water loss.The frequent occurrence of geological disasters,the spread of wind-blown sand and the serious degradation of grassland are the problems of poor living environment,which reduce the well-being of residents in northwest China.The intensity of the implementation of environmental regulation is bound to affect the West.For the economic development of North China,it is the focus of this paper whether the intensity of environmental regulation carried out by the government of Northwest China has a positive promoting effect on economic growth or a reverse restraining effect on economic growth.Based on the data from 2003 to 2015,this paper calculates the economic growth index of five provinces in northwest China,namely,Shaanxi Province,Gansu Province,Qinghai Province,Ningxia Hui Autonomous region and Xinjiang Uygur Autonomous region from the provincial and prefectural levels.Fixed effect model and random effect model are used to analyze the impact of environmental regulation on economic growth.The conclusion is verified by robustness test and mechanism test.The full text is divided into five chapters,the details of which are as follows:Chapter one,introduction.The development of the economy or the regulation environment is the two main choices that the sustainable development must face.In that case of the Northwest,it is the sacrifice of the environment to sustain economic growth,or to protect the environment at the expense of growth,and there is a way to protect the environment at the same time of sustainable economic development,Making environmental regulation and economic development in a relatively harmonious state is the focus of this paper.This chapter introduces the source,purpose and method of the research topic in this paper,and introduces the research thought and problems to be solved of this paper.The second chapter,the relevant concepts and the research theory.This chapter gives a brief description of the concept and classification of environmental regulation,and summarizes the relevant theoretical basis of the sustainable development,the scarcity of environmental resources,the market failure,the limited reason,the externality and so on.The third chapter is about environmental regulation and economic growth measurement and evaluation in Northwest China.This chapter first establishes the model,calculates the intensity of environmental regulation from the provincial and prefecture dimensions,andanalyzes the current situation of the intensity of environmental regulation in the five provinces of northwest China respectively.Then it analyzes the economic development and the present situation of the prefectural level of the five provinces in northwest China from the two dimensions of provincial and prefectural levels.Chapter Ⅳ,the impact of the intensity of environmental regulation on economic growth in northwest China.In this chapter,the fixed effect model and random effect model are used to analyze the impact mechanism of environmental regulation on economic growth,and the regional resource endowment,industrial structure,environmental awareness,human capital,and the degree of opening to the outside world are analyzed.The proportion of state-owned economy and the market structure are put into the model,and the influence of these variables on the economic growth in the western region is analyzed.The conclusion is verified by the robustness test and the mechanism test.The fifth chapter,the research makes a conclusion and prospect.Through the research,this paper mainly draws the following conclusions: first,from the provincial and regional level,the environmental regulation intensity of the core variable of this paper has a positive effect on economic growth.Second,for the five northwest provinces,the degree of opening to the outside world,the proportion of state-owned economy has a negative effect on economic growth,regional endowment structure,industrial structure,human capital,market structure have positive effects on economic growth.The research ideas of this study are to put forward questions,theoretical studies,empirical tests and policy recommendations.The theme of this paper is "the intensity of environmental regulation" and "economic growth".Through the design of empirical model to test the impact of the intensity of environmental regulation on economic growth,and to establish a model to examine the mechanism of environmental regulatory intensity affecting economic growth.Taking the five provinces of northwest China as a sample,taking various methods and angles to test the factors affecting economic growth,and according to the current strategy of economic development and environmental protection in the northwest region,it returns to the actual situation in the northwest region.Strive to explore a policy path in line with the coordination of sustainable development in Northwest China. |
