Study On The Problems And Countermeasures Of Urban Domestic Waste Treatment

With the rapid development of society and economy,the continuous expansion of population,the sharp rise of urban domestic waste,followed by a series of environmental pollution problems,seriously affecting the sustainable development of the economy and ecological civilization.The Chinese government is paying more and more attention to the problem of urban domestic waste control.At the 19 th National People’s Congress,general Secretary Xi Jinping has proposed the establishment of an environmental governance system in which the government plays a leading role,enterprises play a leading role and social organizations and the public participate,providing important direction and fundamental political guarantee for the control of urban household waste.At present,most cities in China are faced with the predicament of “garbage besieged city”.Through the case analysis method,the status quo of urban domestic garbage control in Hengyang City is comprehensively summarized.Although the governance process has achieved certain results,the urban domestic garbage management situation is not optimistic.There are also problems such as the unsound legal system for the control of domestic waste,the unreasonable setting up of management bodies,the lagging treatment system,the difficulty in advancing the classification work,the imperfect construction of the classified collection facilities,and the unsatisfactory effect of government publicity.The causes are analyzed from Six aspects: The local government does not attach importance to the treatment of domestic waste,the lack of supervision mechanism for the treatment of domestic waste,the lack of residents’ recognition of the classification of domestic waste,the insufficient participation of social organizations,the lack of Governance funds,and single form of education and propaganda.In addition,foreign and some domestic urban domestic garbage management has achieved certain results,and its specific practices can provide valuable reference for the treatment of urban domestic waste in China.Finally,In view of the problems existing in the treatment of urban domestic waste in China,this paper puts forward that the government should play a leading role,the residents should play a leading role,and the participation of social organizations should be enhanced and optimizing the treatment system of municipal solid waste.
