Industrial Transfer,Environmental Pollution And Cooperative Governance

In the last few years,there has been environmental pollution in Beijing,Tianjin and Hebei region,thus it becomes the hot spot.Therefore,a series of policies and measures has issued by Chinese government,such as the Outline of Cooperative Development Planning in Beijing-Tianjin-Hebei region and the Rules for the Implementation and Plan for the Prevention and Control of Atmospheric Pollution in Beijing-Tianjin-Hebei region.This Paper study the current situation of industrial transfer and environmental pollution in Beijing-Tianjin-Hebei region with the panel data of industrial gradient coefficient and pollutant emissions in Beijing-Tianjin-Hebei region from 2012 to 2016.The regression model is applied to analyze the impact of industrial transfer on environmental pollution,and the difference in difference model(DID)is adopted to study the effect of the cooperative governance policy.The main findings of this paper are as follows: firstly,from the perspective of industrial transfer,the situation in Beijing,Tianjin and Hebei is quite different.Overall,there are industrials transfer out in Beijing and Tianjin.There are some industrials transfer out and some industrials transfer in in Hebei province.Secondly,the situation in Beijing,Tianjin and Hebei also shows different characteristics in terms of environmental pollution.Environmental quality has been improved in Beijing in terms of all pollutant emissions.In Tianjin and Hebei province,except for dust emissions,all the other pollutant emissions show a downward trend,thus the overall environmental quality has been improved in Tianjin and Hebei Province.Thirdly,the industrial transfer policy has taken effect in improving the environmental quality.Fourthly,before 2015,the cooperative governance policies in Beijing-Tianjin-Hebei region have not take effect in improving air quality in the early stage,but the cooperative governance policy has significantly improved the air quality after 2015.
