The Dynamic Factors And Mechanism Of Ecological Restoration In Rocky Desertification Areas Of Yunnan,Guangxi And Guizhou Based On The SESs Framework

There is no substitute for the ecological environment.When you have the consciousness to protect it,you have lost it.At the Second Session of the 13 th National People’s Congress,ours chairman Xi Jinping once again proposed to "maintain the strategic strength of ecological civilization construction",which fully demonstrates the important position of ecological civilization construction in the development of the party and state undertakings in the new era.The area of ??poverty areas with rocky desertification is a group of ethnic minorities that integrate "old,small,border and poor".Here,the problem of rocky desertification is very serious,and the living conditions of community residents are low.This area has always been a key area of national concern.To strengthen the ecological civilization construction in the Yunnan,Guangxi and Guizhou provinces and achieve green development,we cannot repeat the old road of “pollution first,then governance” and “pollution while managing”.We must explore new ways based on ecological priority and green development.The central government will give priority support to contiguous areas and accelerate economic and social development.Therefore,the area is facing a major development opportunity.From the perspective of sustainable development,the construction of ecological civilization has a bearing on the sustainable development of the Chinese nation.From the perspective of the people’s good life,the construction of ecological civilization is related to the party’s mission.From the perspective of economic development,ecological civilization construction is related to the high-quality development and modernization of China’s economy.From the perspective of global environmental issues,ecological civilization construction is responsible for China’s big country ecological responsibility.For China’s development,only the economy and the environment are equal,and the law of natural development is respected,which is the most valuable,most sustainable and practical development.Many academic studies in recent years have shown that the ecological environment and human society are very close and complex interactions,with nonlinear,mutual feedback,threshold,heterogeneity and mutation.The American scholar Professor Elnior Ostrom and her team have put forward a frameworks(social-ecological systems,is SESs framework)for analysis and research on public pond resources.Diagnose key variables that affect the ecological environment and how they interact and influence each other.In the entire social-ecologicalsystem,social forces in population,economy,politics,science and technology,and culture all drive changes in ecosystems and their services,which in turn affect human well-being.However,China is also transforming into an ecological and civilized society.The ecological problems in the Yunnan,Guangxi and Guizhou provinces are an important part of the ecological civilization construction in China.Realizing the sustainable development of social ecology,driving the residents in the district to lift poverty and reduce poverty,and improve the happiness index of residents.The focus is on the strong driving force,and the appropriate institutional design can match the local ecological environment and socio-economic conditions.The joint efforts will realize the sustainable development of the ecological environment in the area,and accelerate the pace of ecological civilization construction in China.The SESs framework will help us analyze the problems in ecological governance.We can’t fall into the “panacea trap” of the system.This requires the cooperation,complementarity and coordination of the government,the market,and the multi-subjects of society,giving full play to the role of the “three hands” and forming a strong synergy.We need to manage the ecological environment together,manage it together,and build an ecological civilization together to enjoy the benefits of ecology.The purpose of this paper is to try to apply the SESs framework to the practice of ecological management in the special areas.Based on the SESs framework,the paper confirms and decomposes according to the specific conditions of the rocky desertification area.The four core subsystems in the area identify the key variables affecting the ecological restoration of the affected area,and figure out how the various variables drive each other to affect the ecological management of the area.On this basis,the paper analyzes the diversified ecological governance subjects with government,community residents,market and social welfare organizations and their characteristics,and also constructs corresponding countermeasure mechanisms to promote effective ecological environment.
