With the development of the economy and the prominent environmental problems,fossil fuel energy is unable to fully meet the energy demand and sustainable development requirements of human beings while facing the shortage of resources.Under this circumstance,the concept of low-carbon development has become the universal consensus of all countries in the world.Among them,the waste-to-energy technology has been paid more and more attention by more countries due to its harmlessness and resource utilization,and has become an important direction for the development of renewable energy.The waste-to-energy technology can not only effectively solve the dilemma of the city "garbage siege",but also save a lot of land resources,reuse the garbage and reduce the probability of secondary pollution.However,in the current research literature,the research on waste-to-energy plant site selection under low-carbon perspective has not yet formed a comprehensive system.Under the background of low-carbon economy,there is lacking of theoretical support and practice guidance for waste-to-energy plant site selection and is not conducive to show the low-carbon benefits of waste-to-energy projects,so it is necessary to carry out more systematic research.Site selection is the premise of project construction and construction.For the low-carbon development of waste-to-energy projects,site selection decisions have a significant impact on the environmental friendliness,economy and operational stability of waste-to-energy projects.Therefore,this paper proposes to conduct the waste-to-energy plant site selection based on low-carbon perspective to achieve a win-win situation for environmental and economic benefits.In order to achieve this goal,this paper first consults a large number of relevant literature and feasibility reports,studies the current research status of low carbon concept and waste-to-energy technology,and analyzes the decision-making environment of waste-to-energy project based on PEST method,providing a theoretical basis for the latter study.Then this paper analyzes the general influencing factors affecting the waste-to-energy plant site selection,and explores its low-carbon connotation.At the same time,while considering the low-carbon influencing factors from the environmental point of view,ultimately from low-carbon environment,economic factors,low-carbon technology,natural conditions and social factors five aspects to establish the waste-to-energy plant site selection decision index system form low-carbon perspective.Then this paper constructs the site selection decision evaluation model under uncertain language environment,deseribes the evaluation information through the hesitant fuzzy linguistic term set with credibility and cloud model,and uses the combination weighting method to calculate the weight of each index,and the traditional TODIM method is improved and utilized to help select the optimal alternatives.Finally,the paper analyzes the case and conducts the sensitivity analysis of the results to verify the feasibility and stability of the decision model.This paper mainly develops innovations in related theories and methods from four aspects.Firstly,this paper establishes a systematic index system for waste-to-energy site selection from the perspective of low-carbon.Secondly,this paper combines the hesitant fuzzy language with the cloud model,which makes the fuzziness,uncertainty and randomness in the site selection decision making process gain more comprehensive description.Thirdly,this paper combines the analytic network process method,the entropy weight method and the combination weighting method based on game theory to determinie the weight of indices,which takes the expert evaluation opinions and objective evaluation information into consideration to increase the rationality of index weight.Finally,this paper uses the TODIM method to rank the alternative projects to consider the influence of decision makers' psychological behaviors in the decision-making process,which making the model more suitable for the actual decision-making environment.
