The rough growth mode of “high investment,high energy consumption and high emissions” is a “double-edged sword”.It brings about rapid economic growth,rapid industrialization and urbanization,and a significant increase in people's material living standards.Serious energy constraints and environmental pollution problems,such as: energy supply and demand contradictions,greenhouse effect,large-scale haze,water pollution.With the above-mentioned resource and environmental problems becoming more and more serious,it is extremely urgent to coordinate the relationship between resource environment and economic development.The study found that proper government environmental regulation can effectively improve the efficiency of total factor energy,and help to save energy and reduce pollution emissions from the source of production.Therefore,studying the impact of government environmental regulation on total factor energy efficiency is of great significance for accelerating the establishment of a resourceconserving and environment-friendly society,and coordinating the relationship between resource environment and economic growth.This paper comprehensively considers the total factor energy efficiency of labor,capital,energy,expected and undesired output and other factors to effectively measure energy efficiency.Therefore,this paper uses the panel data of China's 30 provincial administrative regions from 2003 to 2017 as a data sample to establish a super-efficient DEA model,using the Tobit panel data processing method with random effects,empirically studying the government's environmental regulation for China's total factor energy efficiency.influences.The results show that the average level of total factor energy efficiency in China is generally declining,and the decline in technology level is the main reason for the decline of total factor energy efficiency;regional total factor energy efficiency is uneven,the eastern region has the highest total energy efficiency and the lowest in the western region;government environmental regulation helps To improve the efficiency of all-factor energy;regional openness and industrial structure are conducive to improving the efficiency of total factor energy;the coal consumption ratio is not conducive to improving the efficiency of all-factor energy.The above research results show that to improve China's total factor energy efficiency,we need to improve the production technology level of enterprises;implement differentiated and rationalized environmental regulations;and establish a sound information disclosure system and legal and regulatory supervision and management system.
