| With the progress of technology and the development of global economy,people’s living standards are getting better and better.At the same time,with the continuous development of urbanization in our country and the continuous improvement of citizens’ environmental awareness,the environmental conflicts show a rising trend of spread in China due to improper handling of municipal solid waste in recent years.As a result,mass incidents and social unrest are caused,and social stability issues are taken more and more attention.Relevant reporting ducuments of the laws and regulations related to social stability and social stability risk assessment are gradually introduced,social stability risk assessment has become the current research focus of scholars.Accounting for the highest proportion of total municipal solid waste,municipal solid waste(MSW)often causes great damage to the ecological environment and people’s life.If handled improperly,the municipal solid waste can easily lead to mass incidents,thus endangering the safe and stable of the society.Therefore,the assessment of the social stability risk of MSW can help to identify the social stability risks that may appear in the MSW disposal in advance,and making prevention and control to maintain regional security and social stability,which is of great significant.Firstly,the thesis took the disposal of municipal solid waste as the research object,summarized the implications and classification of municipal solid waste,and described the related theories of social stability risk assessment to understand the main content of municipal solid waste disposal,to provide theoretical support and research ideas of the social stability risk assessment of municipal solid waste disposal.Secondly,based on the hierarchical holographic model(HHM),the thesis identified the social stability risk factors of municipal solid waste disposal and constructed the initial evaluation indicators.Using questionnaire and factor analysis to verify and screen the initial indicators,a social stability risk assessment index system including the project policy planning risk,residents’ life impact risk,government work risk,and ecological environment impact risk was established.Then,the best worst method(BWM)was selected to determine the weights of indicators,combined with the fuzzy comprehensive evaluation method(FCE),a BWM-FCE based municipal solid waste disposal social stability risk assessment model was built.Taking the XT municipal solid waste disposal project as an empirical study,and substituting the value of the risk indicators obtained from the survey into the social stability risk assessment model for municipal solid waste disposal,the results verified the applicability and feasibility of the model.The empirical results showed that the social stability risk assessment index system and model of municipal solid waste disposal constructed in the thesis have good applicability and feasibility.By summarizing the research above,the measures to deal with the social stability risks of municipal solid waste disposal in our country were put forward,that is raising people’s risk awareness to safeguard legitimate rights and interests,realizing information disclosure of waste disposal projects to enhance risk communication,and strengthening project planning and construction to control waste disposal project risks. |
