Research On Low Carbon Economy Development And Its Influencing Factors In Shandong Province

With the development of economy,human beings need to consume a large amount of fossil energy,produce carbon dioxide emissions and destroy the balance of nature itself.Serious environmental problems become increasingly prominent and how to realize the harmonious development of economy and environment become the main problem.All of the countries strive for the development of low carbon economy,low carbon technology,and make effort to become a leader in this area.Some developed countries reform the regulations of creative energy,trade,industry and technology in order to promote and achieve high energy efficiency and low pollution emission rate,and ultimately achieve low carbon economy.The current mode of economic development is "three high" in our country.We must change the mode of economic development into green sustainable development model of low energy consumption,low emission and low pollution.Only develop the low carbon economy,can we achieve the green economy,which is an important challenge,but also a necessary choice.Shandong province actively responds to national policies and focuses on the development of low carbon economy.Based on the domestic and foreign literature,this paper studies the development of low carbon economy by principal component analysis in the background of the development of low carbon economy.On the basis of the existing theory,we start from the low carbon output,low carbon innovation,low carbon consumption,low carbon resources,low carbon environmental protection to construct the evaluation index system of low carbon economy development level.The results showed that,from 2001 to 2005,the level of development of low-carbon economy showed a downward trend in Shandong province;after 2005,the level of development of low-carbon economy increased linearly.From the level of indicators of each point of view,in addition to low carbon consumption indicators,the other four index scores have been showing growth trend.Secondly,compared Shandong Province with the whole country,we found that Shandong Province is significantly lower than the national average in low carbon consumption scoring,low carbon resource scoring and low carbon environmental protection scoring.And then use the stepwise regression to analyze the influencing factors of Shandong Province,the main limiting factors for the development of low-carbon economy in Shandong Province are the proportion of output value of the tertiary industry,the proportion of raw coal consumption to the total energy consumption,the greening coverage rate,the energy consumption per unit of GDP,the energy consumption elasticity coefficient,that is technical factors,industrial structure factors,energy consumption structural factors and environmental policy factors.Finally,according to the current situation and analysis results of low carbon economy development in Shandong Province,the paper puts forward the countermeasures to promote the development of low carbon economy in Shandong province.
