In the past 30 years,China has leapt to the second place economy group in the world,but the industrial structure optimization is poor;the resources are facing excessive consumption;the environment is polluted heavily.These problems have become big obstacles to the further development of China's economy and society.China urgently needs to optimize the industrial structure,change the mode of economic growth,and promote the win-win situation of economic growth and environmental improvement.The optimization of industrial structure mainly includes two parts: rationalization and upgrading of industrial structure.Among them,the rationalization focuses on the consistency that the distribution of resource elements and the contribution of industrial output.The upgrading emphasizes the rising proportion of industries which represents the higher stage of development.The optimization of industrial structure promotes the economic transformation and green economy.However,the effects of industrial structure optimization on pollution emissions are not consistent in different studies.In order to explore the effect of industrial structure optimization on pollution and emission reduction,this paper combines theory with empirical method to investigate the impact of industrial structure rationalization and upgrading on sulfur dioxide and carbon dioxide emissions.And the research develops along the way of literature review-mechanism analysis-current situation research-empirical test.Firstly,the theoretical research combs the literature and basic theory of industrial structure optimization at home and abroad.On this basis,this paper analyzes the theoretical mechanism from three aspects of "resource allocation effect","structural coordination effect" and "technological progress effect".And then the hypothesis is put forward accordingly.Secondly,this paper uses the Theil index to measure the degree of rationalization of industrial structure and the perspective of the proportion of output value and labor productivity to measure the upgrading level before the statistical analysis of rationalization and upgrading.The results show that the rationalization and upgrading is increasing year by year,while the gap between regions is still large.Then,the existence of "EKC" curve is re-validated in empirical experience.At the same time,this paper constructs a dynamic panel regression model to empirically test the research hypotheses by system GMM method.The results show that the Kuznets curve of sulfur and carbon dioxide exists.And the per capita GDP level of China has exceeded the inflection point of the SKC curve,and will exceed the inflection point of the CKC curve in 2022.The rationalization and upgrading of industrial structure can effectively suppress sulfur and carbon emissions.The "pollution paradise hypothesis" does not exist in China.Finally,according to the conclusion of empirical test,the policy suggestions for optimizing industrial structure to reduce emissions are put forward.
