Basin water environment has always been a major problem restricting the sustainable development of China's social economy,especially for the northern region of China,water resource shortage and water environment pollution have become important reasons affecting urban development.In Dalian City,Taking the Fuzhou river,the second largest river,as the research object,and investigating and analyzing the key river basin of Fuzhou river water pollution status,and based on the standard of control section of the method and the division of basin units,carry out Fuzhou river basin in each subunit into the river pollution load and water environmental capacity calculation and its monthly distribution,for the basin water environment governance problem identification and cause analysis,puts forward some countermeasures for further improving the quality of the river basin water environment management.The specific research results are shown as follows:?1?According to relevant data collection and analysis,the investigation and evaluation of pollution sources in Fuzhou river basin were carried out by using the standard pollution load evaluation method.The results showed that the equal-standard pollution load of pollution sources of livestock and poultry breeding accounted for the largest proportion?76.1%?,followed by domestic pollution sources and agricultural pollution sources,and industrial pollution sources accounted for the smallest proportion?only 0.4%?.Among all pollutants,the isostandard pollution load of total nitrogen is the highest,reaching 32.6%,followed by total phosphorus?27.7%?and COD?20.5%?,indicating that total nitrogen is an important pollutant affecting the water environment quality in this basin.?2?Water quality survey of Fuzhou river basin and its tributaries shows that Fuzhou river trunk stream of each monitoring section,Caifangshen Bridge section seasonal changes evident and performance for the plentiful water quality is better than that of level period and water quality,but can't reach the surface water?class standard.In addition to the total nitrogen,the average water quality of Fuzhou bay bridge and Santaizi section are?class in 2018.Caifangshen Bridge section of the upstream Huitouhe tributaries no obvious seasonal changes back to the river water quality,this is because the back to the water body mainly adopted the longshan sewage treatment plant,tail water reach the level of A discharge standard of tail water discharge for A long time,tail water than surface water standard of pollutants is the cross section of the main causes of water quality is not up to standard,and threaten to the downstream Dongfeng reservoir water quality safety.?3?According to the hydrological characteristics of Fuzhou river basin,the water environmental capacity and pollution load of each sub-basin unit are allocated month by month.The results show that the pollutant discharged from the tail water of Longshan sewage treatment plant is the main source of the section pollution load of Caifangshen Bridge,among which chemical oxygen demand?COD?,ammonia nitrogen?NH3-N?,total nitrogen?TN?and total phosphorus?TP?all account for more than 50%of the total unit river inflow.Dongfeng reservoir is affected by the pollution load of Fuzhou river,TN is seriously over the limit,so TN is the first pollutant to be controlled in dongfeng reservoir.Due to the small amount of water in the river and tributaries of the Fuzhouwan bridge unit and the Santaizi units,the calculation result of water environmental capacity is small.However,due to the large number of livestock and poultry breeding and the dense population in this area,the pollution amount is large.As a result,the pollution load of the two watershed units into the river is greater than the water environmental capacity,and there is a risk of water environmental pollution.?4?In view of the important section of Fuzhou river basin and the construction demand for water quality reaching the standard in the water source area of Dongfeng reservoir,it is pointed out that the influence of tail water discharge from sewage treatment plant on Caifangsheng Bridge should be strengthened.The industrial structure of the Fuzhou river basin is dominated by livestock and poultry breeding and agricultural product processing.The large amount of pollutants produced by the industry causes a serious burden on the water environment of the river basin.Especially,the downstream of the Fuzhou river is mainly affected by livestock and poultry breeding and domestic sewage discharge.
