In recent years,the construction and operation of urban metro have greatly improved the traffic situation in cities and injected new vitality into the urban traffic system.However,due to the dense line,complex systems,lack of operation experience and safety awareness,the implementation effect of the urban metro emergency plan is generally at a relatively low level,and the safety of metro operation is seriously challenged.In order to cope with all kinds of potential metro operation emergencies,the preparation of a scientific and effective emergency plan is conducive to the orderly development of emergency work,and can also reduce the losses caused by emergencies.Therefore,it is a very important work to study how to compile an effective urban metro emergency plan.Based on schedule control management method,a compilation method of urban metro emergency plan is proposed.First,metro emergencies and its emergency plan are used as research objects in the paper.In terms of metro emergencies,its inducements are analyzed from multiple angles,and its characteristics are summarized detailed.Based on this,the metro emergencies are divided into multiple types.In the study of emergency plan,on the basis of explaining the concepts and features of emergency plan,the composition and basic framework of the system structure of urban metro emergency plans are introduced.According to the features of urban metro emergency work and the shortage of the existing plan,it is proposed that the metro emergency plan not only should be executable,but also have high efficiency and robustness.In view of the complex and messy characteristics of the emergency response procedure described in the traditional plan,based on the schedule control management method,the emergency response process of metro emergencies was focused on.First,a three-tier emergency organization that consists of an emergency leadership group,a coordination command group,and an on-site disposal group is built.By using WBS diagram,the emergency response procedure is decomposed into activities,and according to the order relation of each activity,these activities are expressed as a form of AON network diagram.Based on that,with the maximum total time of emergency response and the total amount of emergency resources as constraints,and with the maximum efficiency and robustness of response actions as the twin goals,an optimization model for the response program of metro emergency plans was established.In the aspect of model optimization,the efficiency is optimized by minimizing the total time of the critical path of the network graph,the robustness are optimized by setting time buffer at the end of the activity and resource buffers at each moment.The particle swarm optimization algorithm is designed to transform the bi-objective optimization of the model into a single objective for solving the maximum loss value that can be avoided,and the concept of decision preference index is proposed.Finally,the evaluation method of urban metro emergency plan is studied.Taking the urban metro station fire accident as an example,a fire emergency plan for metro stations was compiled,and the efficiency and robustness of the plan were optimized.A better rescue schedule was obtained.Finally,a comprehensive fuzzy evaluation method was used to evaluate the emergency plan.The conclusion shows that the proposed method for urban metro emergency plan is effective and feasible,and the two indicators of decision preference index and total buffer time of critical path have important influence on the optimization result.
