Analysis And Research On The Effect Of Ecological Compensation In Lianyungang’s Eco-Red Line Region

Since the reform and opening up 40 years ago,China has made remarkable achievements in economic and social construction,at the same time,it also brings many challenges to our living environment.Although we have long proposed to adhere to the sustainable development model,it is an indisputable fact that many places overdraw ecology and destroy the environment for short-term economic benefits under the guidance of "GDP-only" for a period of time.After the Eighteenth National Congress of the CPC,the Party and the state have made up their minds to say "no" to the development model at the cost of overdrawing the ecology and destroying the environment.The delimitation of ecological red line is the most effective measure to protect ecologically sensitive and fragile areas,and ecological compensation for ecological red line areas is a powerful push to improve the protection effectiveness of ecological red line.At present,the academic circles at home and abroad have made a lot of discussions on the ecological red line and ecological compensation,which laid a good foundation for our further research.However,in the domestic theoretical research,there are few studies linking the ecological red line with ecological compensation,and the quantitative study of the typical areas of the ecological red line as a case is not enough.Therefore,this study takes Lianyungang City as an example,uses case study method and principal component analysis method to study Lianyungang city students along the line of "what are the achievements and guarantees of ecological compensation in ecological red line region","what are the problems in ecological compensation","why are these problems","how to optimize ecological compensation in ecological red line region".The effects of ecological compensation in eco-red line region are analyzed,and the guarantee system of these effects is discussed.The three major problems in ecological compensation and their causes are analyzed.On this basis,the policy suggestions for optimizing ecological compensation in eco-red line region are put forward.The possible innovations of this paper are as follows: First,the topic selection is realistic and pertinent.Promoting the construction of ecological civilization and environmental protection is one of the important strategies of the Party and the state at present.Lianyungang City is the first pilot city to pass the national strategic environmental assessment.This paper takes Lianyungang City’s optimization of ecological red line layout as a breakthrough point,upholds the concept of sustainable environmental development,and takes the optimization of ecological compensation as the goal,evaluates the effectiveness of ecological red line regional ecological compensation in Lianyungang City,and puts forward optimization countermeasures.It reflects the typical representativeness of the case and the realistic pertinence of the topic selection.The second is to strive for appropriate research methods.This study adopts mixed research methods,combining qualitative research with quantitative research,using normative research,case study,quantitative research methods,using literature collection,statistical analysis and other technical means to carry out research.Taking Lianyungang City as a typical case,this paper describes the status of ecological compensation in its ecological red line area.On this basis,the effect of ecological compensation in recent years in Lianyungang City is evaluated by principal component analysis method,which provides a reference for optimizing ecological compensation policy.
