Assessment And Comparative Study On The Water Environmental Safety Of Provinces Along Yangtze River Economic Belt

With the rapid economic growth and the rapid increase of population,the demand for water has increased,which has led to many water environmental safety problems and destroyed the structure and function of the water environment.Therefore,carrying out water environmental safety assessment will help scientifically and rationally manage the water environment.This paper takes 11 provinces and cities along the Yangtze River Economic Belt as the research area.On the basis of discriminating and clarifying the connotation of water environment safety,the pressure-state-response model is used to construct the water environment safety evaluation index system through screening evaluation indicators,combined with the mutation theory.The water environment safety evaluation model of the Yangtze River Economic Belt was constructed.According to the obstacle factor model,the main obstacles to the water environment safety of the Yangtze River Economic Belt were identified.Finally,the targeted countermeasures were proposed based on the evaluation analysis and obstacle factor analysis results.Research indicates:1.During the evaluation period of 2011-2015,the overall water environment security of the Yangtze River Economic Belt improved slightly in 2011-2015,but the overall situation was still not optimistic,from the V-level to the IV-level.From the pressure index point of view,in the period of 2011-2015,the Yangtze River Economic Belt has improved overall in the pressure index,from the IV-level to the III-level;from the state index,the Yangtze River Economic Belt State Index is in the overall fluctuation changes,from the IV-level in 2011 and 2012,reduced to the V-level in 2013,and returned to the IV-level in 2014 and 2015;the 2011-2015 Yangtze River Economic Response Index remained basically unchanged.Change,from 2011 to 2015 has been maintained in the IV-level.2.From the regional comparison point of view,the water environment safety of the 11 provinces and cities in the Yangtze River Economic Belt is not ideal.Among them,the water environment safety of Jiangxi and Zhejiang provinces is in the III-level,The seven provinces of Anhui,Sichuan,Yunnan,Hunan,Guizhou,Hubei and Chongqing,are in the IV-level,and the two provinces of Shanghai and Jiangsu are in the V-level.From the perspective of pressure index,the pressure index of Guizhou and Yunnan provinces is in theⅡ-level The stress indexes in Sichuan,Chongqing,Anhui,Jiangxi and Zhejiang provinces are in the III-level,The four provinces and cities in Shanghai,Hubei,Hunan and Jiangsu,are in the IV-level.From the state index,the state indexes of Zhejiang,Jiangxi,and Hunan provinces are in the III-level.Sichuan,Yunnan,Hubei,Guizhou,Chongqing,and Anhui provinces are in the IV-level.Shanghai and Jiangsu provinces are in the V-level;from the perspective of response index,the response indices of Jiangsu,Zhejiang and Guizhou provinces are in the III-level,and the remaining provinces and cities are all in the IV-level.3.The analysis of the obstacle factors of water environment safety in the Yangtze River Economic Belt shows that there are six factors restricting the overall development of the overall water environment in the Yangtze River Economic Belt during the 2011-2015 evaluation period: the industrial wastewater pollution control project completed the investment.The proportion,the total capacity of sewage treatment,the proportion of natural wetland area,the proportion of constructed wetland area,the per capita living water,and the water production modulus.There are 14 major barrier factors in 11 provinces and municipalities,of which more than half of the five indicators of industrial wastewater pollution control projects have completed investment proportion,total sewage treatment capacity,natural wetland area ratio,constructed wetland area ratio and irrigation rate.There are problems in the province.For the major water environment security problems facing the Yangtze River Economic Belt,we can manage from the rational use of water resources,alleviate the pressure of water environment,pay attention to water ecological protection,improve the state of water environment,implement water environment supervision,and accelerate the response of water environment.
