The Impact Of Behavior And Policy Of Public Participation On Pollution Control Efficiency

The problem of environmental pollution becomes more and more serious along with the advancement of industrialization in China.The public is paying more and more attention to environmental governance.Laws have been promulgated and implemented by Chinese government to ensure public participation in pollution control efficiency.Based on the panel data from 2006 to 2014 of 30 provinces in China,this paper analyzed the problem from the aspect of the public’s own living environment and industrial environmental pollution,studied the regional characteristics of public environmental participation.In addition,the interaction between public participation behavior and policy was analyzed through time series data at the national level from 2000 to 2015.The empirical results are shown as follows:(1)This paper constructs a panel model of public environmental participation,examines the impact of public environmental participation behavior and public environmental participation policies on the efficiency of environmental governance in China at the provincial level,and draws the following conclusions: 1)The public environmental participation behavior measured by environmental letters and the proposals from Chinese People’s Political Consultative Conference(CPPCC)can improve,to certain extent,the public’s living environment.However,there is no strong relationship between public environmental participation behavior and the performance of the industrial "three wastes",i.e.2)The results also show that public environmental participation policy has improved the efficiency of environmental governance in both industrial and living areas.This result indicates that government’s public environmental participation policy is mandatory and has a certain positive effect on the efficiency of controlling environmental pollution.There are regional characteristics of public environmental participation.The effect of public participation on pollutant reduction in the eastern and central areas is better than that in the West.(2)This paper selects the time series data from 2006 to 2015 at the national level,and constructs a polynomial distribution lag model to examine the long-term effects of public environmental participation on environmental governance efficiency.The results show that the policy will have the greatest impact on the efficiency of pollution control at the beginning of the current period,and its effectiveness will continue to be weakened over time.In the above model,the interaction items of public environmental participation behavior and policy are added to analyze the interaction effect between public participation behavior and policy.The results indicate that there is a good interaction between the public participation policy and the public’s environmental communication behavior,and the current policy can also influence the public environmental participation behavior in the next 1-3 years.
