Land use is closely related to the history of human development,human activities directly affect the generation and change of land use patterns,while land use patterns indirectly affect the future development of mankind,the irreplaceability and support of land resources make it necessary for human beings to have adequate understanding and planning of land use and its derivatives.With the increasingly obvious contradiction between man and land,the inherent problems of current land use structure reveal the shortcomings in the process of urban functional design,and the call for re-examining land use planning is getting higher.In this regard,the state launched a strategic new layout of"five-sphere integrated plan",focusing on the synergy between land use and ecological civilization construction,and seeking a balance point and the continuous export of benefits.With the support of the country's special economic policies in recent years,Fuzhou has experienced rapid urban development,which leads to the continuous rigidity of the relationship between land use and ecological environment,coordinating the relationship between the two has fallen into the bottleneck period,and it is extremely urgent to break the shackles and establish friendly land use.Based on this,this paper takes fuzhou as the research area,and uses the data of land use change in fuzhou from 2011 to 2016 to conduct a comprehensive analysis on the spatial-temporal dynamic evolution characteristics and structural change trend of land use in fuzhou,and uses the ecological value theory method to measure the ESV in Fuzhou and forecast the dynamic trend of ESV in 2017-2020,and judging the balance of land use structure in fuzhou by the change of profit and loss of ecological service value currency.On this basis,it matches the linear programming model,and allocates the scientific and operable land use optimization plan of fuzhou city with the solution mode of quantitative analysis under the principle of objectivity.The main conclusions of this paper are as follows:(1)The land use in Fuzhou City generally showed the characteristics of“five reductions and one increases”,that is:woodland,cultivated land,garden area,water area and unused land decrease,construction land increase.According to the dynamic analysis of land use in fuzhou and the setting analysis of common land use indexes,it shows that the land use in fuzhou is relatively orderly and stable,and the land use structure of main urban area is obviously different from that of non-main urban area.Among them,the main type of land use in fuzhou is woodland,which has been stable at around 58%in the past six years.The area of cultivated land decreased by 4,465.95hm~2,with a change of 2.9%,and the reduction was the largest among all land use types.The construction land increased the most,with a total increase of 13188.24hm~2,accounting for 9.6%from9.54%,and the annual rate of change was 2.24%.The water area decreased by 2548.32hm~2,accounting for 9.78%from 10.00%,and the annual change rate was 0.43%.In addition,changes in the magnitude of the remaining land area of performance is relatively stable and orderly.The ecological land is mainly distributed in Minhou County,Lianjiang County,Luoyuan County,Minqing County,Yongtai County,Fuqing City and Changle District.(2)The overall ESV of Fuzhou City in 2011-2016 showed a downward trend,the value decreased from 594.842 billion yuan in 2011to 587.944 billion yuan in 2016,with a reduction of 6.988 billion yuan and a change of 1.16%.The ecological value of Fuzhou City is mainly reflected in woodland and water aera,the highest of single-class land use ESV is woodland,the annual average is over 400 billion yuan in2011-2013,and the annual average is more than 390 billion yuan in2014-2016.Secondly,the water area ESV has exceeded 140 billion yuan in 6 years,and the sum of the two accounts for more than 92.01%.Garden ESV and cultivated land ESV have commonalities,both of which exceed 20 billion yuan,mainly to play the role of ecological and economic benefits.The construction land has a negative impact on the ecology,and the annual average consumption of ecological benefits is more than 3.5 billion yuan.Using GM(1,1)model to predict the ESV of Fuzhou City from 2017 to 2020,the decline of ESV in Fuzhou will be further expanded.The value of various types of ecological land is mainly reflected in functions such as water conservation,waste treatment,climate regulation and soil protection.(3)This paper adopts linear programming model as the optimization model of land use optimization in Fuzhou City,set constraints based on planning expectations,current values,and predicted trend values,using LINGO11 software as the solution tool to get the optimal solution of land use in fuzhou with the ESV.Compared with the current ESV,the adjusted ESV of land use structure in fuzhou reached 589.367 billion yuan,with an increase of 1.423 billion yuan,indicating the feasibility of the optimization plan.During the optimization and adjustment of various types of land use,the area of cultivated land,garden land and grassland has increased,woodland,construction land and unused land have been reduced,and the water area has remained stable.
