Water pollution is a problem that has received widespread attention around the world.In recent years,China has increased investment in water pollution control.Supported by the policy of "Major Scientific and Technological Special Project for Water Pollution Control and Control"(i.e.Water Special Project),China has made great achievements in water pollution control through the organization and implementation of the "Eleventh Five-Year Plan" and "Twelfth Five-Year Plan",which has played a strong role in promoting water pollution control in China.At the same time,great progress has been made in the industrialization of technological achievements.Some technologies have entered the stage of engineering demonstration or popularization and application,resulting in huge environmental,economic and social benefits.The gradual advancement of technology industrialization makes performance evaluation more and more important.Performance evaluation is of great significance for improving the implementation effect and management efficiency of water pollution control projects.By tracking and evaluating the project effect,it can provide a basis for technology integration and standardization.It can also predict the development of treatment technology based on the evaluation results and play a guiding role in decision-making for future water pollution control and treatment technology selection.Firstly,the characteristics and problems of water pollution control projects in China are analyzed.Then,from the perspectives of sustainable development theory,circular economy theory and stakeholder theory,the concept of water pollution control engineering performance evaluation is preliminarily defined and the connotation of performance evaluation of water pollution control project was further explored.The overall framework of performance evaluation indicators for water pollution control projects is established from the aspects of index construction principle and inde x construction framework.Based on the characteristics of water pollution control project and the connotation of project performance evaluation,combined with literature reading for primary selection of indicators,through expert interviews,the primary selection indicators are screened and summarized,and 30 indicators are obtained.Taking the performance evaluation of water pollution control project as the general objective layer,the construction and operation management,technical and economic benefits,environmental and social benefits as the criterion layer,the influencing factors as the factor layer,and the characteristic variables as the index layer,the evaluation inde x system including sewage treatment and water ecological restoration,sludge treatment and disposal,and drainage pipe network optimization was constructed.Through literature reading,project data collection,data statistics and expert consultation,the meaning,calculation method and evaluation criteria of each index are defined.In this paper,the project performance evaluation level is divided into five levels: grade I,grade II,grade III,grade IV and grade V.The corresponding comments are "excellent,good,medium,poor and poor".Since the indicators of this study contain a large number of qualitative indicators,a wide range of analytic hierarchy processes are selected to determine the weights of the indicators,and the material-weight analysis model、the fuzzy comprehensive evaluation model and the linear weighted model are used to evaluate the performance of the water pollution control project which ensure the accuracy of the evaluation results.By comparing three methods,a simple linear weighted model is selected to realize the construction of information system.Taking Tianjin sewage treatment demonstration project,Zhenjiang sludge treatment and disposal project and Chongqing drainage official pipe network safety monitoring demonstration project as examples,the water pollution control project performance evaluation method established of this paper is used to evaluate the project.The results show that the performance level of Tianjin Sewage Treatment Project is "Grade II" and good;the performance level of Zhenjiang Sludge Treatment and Disposal Project and Chongqing Drainage Pipeline Network Safety Monitoring Project are "Grade I" and excellent.The evaluation results are consistent with the actual situation,which verifies the applicability of the evaluation method and information system,and provides support for future performance evaluation of water pollution control projects.
