| The rapid economic growth and accelerated urbanization have significantly improved social life,but at the same time it has led to severe resource and environmental problems.Controlling carbon emissions is one of the most challenging issues in the world.Emissions trading schemes are one of the important means of mitigating climate change.The quota allocation mechanism of carbon dioxide emission can not only encourage various industries to reduce carbon emissions,but also facilitate the realization of emission reduction targets.Industrial terminal energy consumption Carbon emissions from fossil fuels are the main cause of increased carbon emissions,and the industrial sectors are the focus of energy management and total carbon emission control efforts.As a transition distribution mechanism,industry quota allocation has important practical significance for the construction of a carbon market.Due to the differences in the development status of industrial sectors and the future emission reduction potential,fair,effective and feasible carbon emission rights allocation is the primary principle to be clear.First,this paper calculates the carbon dioxide emissions of various industrial sectors based on the terminal energy consumption.Secondly,this paper comprehensively considers five indicators: carbon intensity,industry output,technology input,historical cumulative carbon emissions and export level among industrial sectors based on the principle of fairness and efficiency.This study is to allocate the quota of carbon emissions rights among 37 industrial sectors of China in 2030 based on the Grey Association-MaxEnt model.According to the empirical results,it can be concluded that the smelting and pressing of ferrous metals,manufacturing of raw chemical materials and chemical products,manufacturing of non-metallic mineral products,manufacturing of communication equipment,computers and other electronic equipment,processing of petroleum,coking,processing of nuclear fuel and production and distribution of electric power and heat power will result in the highest quota allocation.Based on the above research,this paper proposes that the allocation of emission rights among industrial sectors should take into account both fairness and efficiency;focus on industrial technology innovation and technological transformation;implement quota dynamic adjustment plan;pay attention to industry emission reduction costs;and improve industry carbon emission accounting system and other relevant recommendations. |
