Research On Risk Management Of CW Domestic Waste Incineration Power Generation Project In PPP Mode

With the improvement of China's economic development level and the acceleration of urbanization,the amount of domestic garbage generated has increased significantly.However,in most parts of China traditional garbage disposal methods are still used-landfill,which not only seriously pollutes the environment.Resources,and restricting the further improvement of people's quality of life,have greatly hindered the space for urban development.Transforming the way of domestic garbage disposal has become an important issue that needs to be solved in most cities.The emergence of domestic waste incineration power generation,it provides an opportunity to change the traditional garbage disposal method by means of clean treatment.The advantage of domestic waste incineration power generation is that the waste reduction treatment is realized first by waste incineration.The traditional landfill method and the waste decomposition need to go through many years,so the real waste reduction treatment is realized,followed by incineration.After the exhaust gas is purified and meets the national safety standards,it can be discharged.This effectively avoids air pollution,and also avoids the pollution of water,land and other resources by traditional landfill,and realizes the meaning of harmless garbage disposal.Finally,the domestic garbage is generated by the heat generated by incineration,and the generated electricity is input into the national electric power project,which also realizes the resource-resource meaning of domestic waste incineration power generation.Through the reduction,harmless and resource-conservation of domestic waste treatment,the unity of environmental,social and economic benefits has been truly realized.The municipal solid waste incineration power generation project is a large-scale project,and at the same time it is a public infrastructure project to a certain extent.If it is built and operated by the government alone,it will bring great pressure on the government finances.Therefore,the PPP model provides a suitable model for the municipal waste incineration power generation project,using government and social capital cooperation to give full play to the advantages of social capital in PPP projects.However,the PPP model is affected by its characteristics,and the risks of economic risks and political policies are uncertain.This makes it possible for social capital parties to bring risks and pressures during the special operation period.Therefore,this is a case of CW domestic waste incineration power generation project in PPP mode,analyzing its risk management process,performing expected risk identification on the planning,design,construction and operation process of the project,and using subjective evaluation method and checklist.Method,fuzzy comprehensive evaluation analysis method,normalization method,ABC and other scientific methods to quantitatively and qualitatively analyze the identified risks,so as to obtain the risk impact level.Finally,according to the results of risk assessment,the corresponding risk response strategies are formulated.However,the role of risk monitoring cannot be neglected Risk monitoring and other risk strategies are different.It is a dynamic research strategy for risk implementation of project implementation,comprehensive utilization of various strategies,reducing the incidence of risks and the impact of risks on PPP projects.
