| Since the reform and opening up 40 years ago,especially since the 18th CPC National Congress,China’s economy has developed rapidly.In reeent years,China’s import and export trade has ranked first in the world alternately with the United States,and the foreign trade has increased substantially.As a result,the traffic flow in various navigable waters is more and more intensified.Moreover,extreme weather,such as strong wind and haze,etc.,has increased in recent years,and water traffic safety accidents,incidents and dangerous cases have occurred frequently,which bring significant threats to people’s lives and properties,and indirectly affect China’s economic development.How to effectively conttrol risks,reduce accidents and ensure the safety of waterborne traffic is a big question faced by the traffic administrators and operators.By questionnaire,brainstorming and other means,16 major typical risk factors in four categories are identified from a lot of factors affecting the trafic safety of domestic ports,and"iceberg,picture of traffic safety risk factors for port navigation channels is innovatively constructed with risk assessment indicators determined in this thesis based on the research and analysis of domestic and international waterborne tlaffic safety risks and the domestic port channel risk characteristics.Using the Analytic Hierarchy Process,the weights of indicators are determined and a traffic safety risk assessment:index system is established for the port channel.On this basis,fuzzy comprehensive analysis method is used in this thesis to establish a traffic safety risk assessment model for the port channel,which provides support for the maritime management departments,shipping companies and other units in this industry to carry out safety risk management and control.At the end of this thesis,risk assessment is made to Jiangyin Waterway of Yangtze River using the traffic safety risk assessment model of port channel,and it demonstrates the effectiveness of this model.lt puts forward targeted measures for safety risk management and control according to the risk. |
