Study On The Action Strategies Of Village Cadres In Environmental Governance

With the development of economy and society,people’s living standards have been greatly improved.However,the rapid economic development has brought great pressure on the environment,especially in some villages and towns,environmental pollution problems are prominent,and environmental pollution control is imperative.The main reasons why the environmental pollution problem is difficult to solve are the lax enforcement of law by the environmental protection department,the unreasonable energy structure and the inadequate implementation of grass-roots policies.Environmental governance can not be separated from government policy support,which requires village cadres to publicize,launch and implement.Village cadres,as the most grass-roots management personnel in China,are the bridge between rural society and grass-roots government,and play an important role in the environmental governance of grass-roots government.When the village cadres carry out the environmental governance work,how to effectively implement the superior policies,how to mobilize the public to cooperate,how to mediate the work disputes and so on,these problems deserve further exploration.This paper first summarizes the role of village cadres and the theory of village cadres’ action strategies;combined with Bourdieu’s social practice theory,using the three core theoretical tools of "field","capital" and "habit",through case analysis,interview and participatory observation,it analyzes the role of village cadres in environmental Governance in depth,and summarizes that village cadres do not In the same work stage,the behavior mode,and then analyzes the work strategy and effect of village cadres in the face of different objects such as township government and villagers in the environmental governance,and analyzes the problems and causes in the case of s street environmental governance.Finally,through the combination of theory and practice,the paper puts forward countermeasures to optimize the environmental action strategies of village cadres.It is found that in the process of s street governance environment,the action strategies adopted by village cadres are different due to different working stages and objects.In the stage of work arrangement,the village cadres will strive for the support and help from the township government in economy and manpower by means of poverty crying and complaint,give full play to the leading role of the village leaders,and carry out in-depth publicity of environmental governance.In the stage of work evaluation,village cadres actively implement the superior reward measures and take the opportunity to improve their prestige and status.Based on the relationship network of "human relationship","face" and "blood relationship",the village cadres actively promote the environmental governance with the priority of policy information and the convenience of power rent-seeking,which to a certain extent strengthens the power of the grass-roots government to rural governance.Finally,the village cadres must change their thinking,increase the publicity of environmental governance,mobilize the villagers to actively participate in environmental governance,raise funds for environmental governance through multiple channels,and break through the dilemma of environmental governance.At the same time,the state should implement preferential policies and incline to village cadres in terms of economic and social treatment,so as to give full play to the enthusiasm of village cadres in promoting environmental governance and lead the in-depth development of environmental governance.
