the rapid development of China's economy has given birth to severe environmental pollution problems.Although state organs have issued various control documents on environmental protection issues and taken many measures,the overall situation of environmental pollution is still very serious,major environmental pollution incidents occur from time to time,these problems seriously affect social production and the lives of the people,and become a major obstacle to the sustainable development of our country.On April 22,2019,the Ministry of Ecological Environment and other five ministries and commissions jointly issued the "opinions on promoting the implementation of Ultra-low emissions from the Iron and Steel Industry," which clearly requires that changes in ultra-low emission transformation quality of iron and steel enterprises in key areas be obtained by 2020,strive to reach 60% of the transformation standards,and gradually promote steel enterprises in other regions to carry out the transformation of ultra-low emissions.At the same time,by the end of 2025,steel enterprises in key areas will basically complete the transformation of ultra-low emissions,ensuring that more than 80% of China's production capacity will be reformed.Under the guidance of this important opinion,Valin Henggang has made targeted problems for its own environmental protection management,focusing on optimizing the existing environmental protection management.Referring to the environmental quality standards of iron and steel enterprises formulated by the state,through the theories of cleaner production theory,low-carbon economy and environmental protection norms of iron and steel industry,this paper sums up many existing problems in view of the present situation of environmental protection work in Valin Hengshan Iron and Steel Co.,Ltd.At the same time,taking the problem as the starting point of the study,looking for its causes is due to the backwardness of enterprise environmental protection consciousness,the contradiction between enterprise development and environmental protection is more prominent and the lack of sound environmental protection incentive and supervision mechanism.Therefore,in view of this reality,it guides Valin Henggang to formulate the optimization measures of environmental protection management,and formulates a more comprehensive guarantee for the implementation of the measures:(1)strengthening the construction of environmental protection culture in an all-round way;(2)paying attention to the construction of environmental protection team;(3)strengthening the management of funds;(4)perfecting the optimization system and incentive mechanism of environmental protection management;(5)constructing the network service system of real-time environmental monitoring;(6)attach importance to the working environment of staff and workers,so as to improve the quality and level of enterprise environmental protection and management.As a result,the environmental protection management of Valin Henggang is optimized as a whole,which not only improves the market competitiveness of the enterprise,but also provides a more feasible experience for the peers to draw lessons from.
