The Study Of Rick Identification And Control Of Navigation Safety In Construction Water Area

The environment of the water construction area is complex and changeful,so the accidents of water traffic often happen,and the navigation safety of ships is affected.Therefore,this paper studies the navigable safety of construction waters from the two aspects of ensuring the safe operation of construction ships and ensuring the safe navigation of ships.The first aspect is to determine the safe operation scope of construction waters.The second aspect is to identify the risk factors of navigation safety,determine the key factors that affecting navigation safety,and quantify the influence degree of risk factors.In the case of identifying the risk factors,formulate effective preventive measures to reduce the probability of safety accidents.Taking the second phase of the 12.5m deep water channel under Nanjing Yangtze river as an example,the characteristics of the channel in the construction waters were analyzed,and four influential factors were summarized.According to the theory of ship traveling wave,the principle of ship and the requirements of the existing code,the method of determining the safe working range of construction water area is put forward,and the reasonable safe working range of construction ship is calculated.This paper selects relevant indexes to establish the navigation safety influencing factor system,and studies the influence degree of various factors on navigation safety and the relationship between various factors and the corresponding indexes by using the structural equation model theory,constructs the navigation safety evaluation path chart of construction waters,and determines the main risk factors of navigation safety in construction waters.The research results show that the lower limit of the existing safe operation range is relatively low,which needs to be raised,and accordingly the largest impact on the safety of ship navigation construction waters is navigable environment,concrete for the construction of ship in the waters of the density and water obstruction,in addition,Navigation AIDS,ship size and ship communication system are also objective factors that have great influence on ship navigation safety,the subjective factors,the crew of the physiological factors all affect the perception ability of the ship driving and accident,which affect the ship navigation safety.This paper can identify the safety risks in navigable construction waters and provide the corresponding basis for the safe navigation of ships.On the basis of determining the main risk factors,this paper puts forward integrated preventive measures from the top design,ship management,construction personnel management and natural disaster prevention,and puts forward targeted preventive measures such as setting guard boats upstream of the construction water area,setting guard signs outside the construction water area,and setting emergency tugboats on the construction site.
