Research On Social Organizations’ Cooperative Governance Of Environmental Pollution

Environmental pollution control is not only one of the core tasks of the country after Socialism with Chinese characteristics enters a new era,but also a major livelihood issue related to the vital interests of the people.The contradiction between the current authoritative environmental pollution control mode and the strong environmental pollution control requirements in China is becoming increasingly prominent.In order to meet the requirements of national development and people’s living needs,and to promote the construction of ecological civilization to a higher level,it is imperative to innovate the current mode of environmental pollution control.Since the Nineteenth National Congress of the CPC,the theory of environmental public governance has been widely recognized.The model of multi-center collaborative governance of environmental pollution has posed many challenges to the previous authoritative model of environmental pollution control.Based on this,this paper analyses and discusses the model,basic pattern and system construction of Social Organizations’ Cooperative Governance of Environmental Pollution.Starting from the characteristics,problems and causes of the current environmental pollution control mode in China,this paper systematically and thoroughly analyses the current authoritative environmental pollution control mode in China.It is proved that this mode of environmental pollution control can no longer meet the new requirements of social and economic development and environmental pollution control in China.Then,starting from the exploration of historical origin,this paper puts forward The model of Social Organizations’ Cooperative Governance of Environmental Pollution,and points out the feasibility and necessity of this mode and the advantages of this mode in pollution control.On this basis,the experience of collaborative management of environmental pollution by social organizations in foreign countries is analyzed.This part focuses on the analysis of the governance experience of the United States,Britain,Japan,and holds that the experience of public participation system,optimization of environmental peripheral organizations,public interest litigation system and so on can provide inspiration and reference for the proposal and establishment of The model of Social Organizations’ Cooperative Governance of Environmental Pollution in China.Then the article puts forward the basic pattern of The model of Social Organizations’ Cooperative Governance of Environmental Pollution.This part of the paper also analyses the synergy between the main bodies of the model,the relationship between rights and obligations,the general procedures for the operation of the model,and the external supervision and accountability.Finally,it is pointed out that in order to construct The model of Social Organizations’ Cooperative Governance of Environmental Pollution,the relevant systems must be improved at the same time.It is believed that information sharing system,pollution control resource sharing system,reward and punishment system for harnessing achievements,autonomous environmental obligation system and other related systems are the necessary requirements for implementing The model of Social Organizations’ Cooperative Governance of Environmental Pollution.
