Study On Environmental Governance Of Suzhou Section Of The Yangzi River Estuaries

The Yangtze River not only drives the port economic along the main stream,promote shipping development,play role of ecological regulation,water conservancy plan,industrial and agricultural water intake safety,but also radiates the economic development of the broader region through enumerous tributaries,which is related to the safety guarantee of drinking water,water for industry and agriculture,and supply of production materials in the Yangtze River Basin.In the process of exerting these important effects on the tributary area,estuaries along main stream are in the key link.Due to historical reasons and some accumulated problems in the rapid economic development of the Yangtze River basin after the reform and opening up,the present situation of estuary management has been disorder,and become more and more serious.The estuaries ecology is in critical condition,and the complex navigation safety environment restricts the development of tributary shipment to varying degrees.The water conservancy projects in the estuaries also expose that these can not meet development of the Yangtze River water source regulation and utilization needs.In this paper,the Suzhou section estuaries along the Yangtze River are selected as the research object,the necessity and urgency of estuaries regulation are analyzed,and the causes of various problems are summarized.Combined with the effective governance model of the government in the field of public environment,and from the perspective of the guiding ideology of Yangtze River Delta integration,this paper proposes territorial responsibility,collaborative management,Joint supervision and other governance modes,the implementation of ecological compensation mechanism to construct the ecological estuaries of Suzhou section.Effective governance needs to focus on the whole of the estuary water area and the formation of tributary network,covering the ecological environment,navigation environment,water conservancy environment,public environment.The economic and industrial layout should also comply with the integrated development of the Yangtze River Delta,accelerate the industrial transformation and upgrading,strictly control the approval of water shoreline,reduce industrial and agricultural sewage discharge,and reduce low efficiency and high pollution industries,try to reduce the sewage from the source to the main stream and tributaries of the Yangtze River,and prevent and control the over exploitation of estuarine resources.The improvement of legal system,the EIA system and the ecological compensation mechanism can provide institutional guarantee for environmental protection,ecological restoration and scientific development of the Yangtze River Estuary.In terms of governance strategy,we need to learn from the project experience that has been achieved,research and explore through a series of strategies,such as wetland restoration,ecological water conservancy,waterway engineering,centralized sewage treatment project,construction of water green service area,etc,to improve the natural environment,navigation environment,public environment and water resources regulation capacity of estuaries of Suzhou section.
