environmental improvement in rural pastoral areas is an important part of promoting the construction of ecological civilization and implementing the strategy of Rural Revitalization.It is also an important means to improve the environmental quality of rural pastoral areas,optimize the environment of rural pastoral areas and improve the life happiness index of farmers and herdsmen.Since the report of the 19th National Congress of the Communist Party of China on October 18,2017 put forward the strategy of rural revitalization,Inner Mongolia Autonomous Region has taken a series of specific measures to promote the environmental improvement of.agricultural and pastoral areas in combination with the actual situation of the region,and achieved some results.However,the Inner Mongolia Autonomous Region is vast in territory,with great differences in development,different actual conditions in rural pastoral areas,and different living habits of farmers and herdsmen.If a long-term mechanism for environmental remediation in rural pastoral areas is established according to a unified standard and model,it may not achieve the expected results.Only from the reality,from the actual life of farmers and herdsmen,from the production needs,to improve the survival awareness and environment of farmers and herdsmen for the purpose,because of Gacha(Village)conditions,classified promotion,can effectively manage the environmental problems of rural pastoral areas,fundamentally improve the environmental quality of rural pastoral areas.This article starts from the Inner Mongolia of the United Flag of Damao,Baotou,which has been carrying out the work of human settlement environment renovation in rural and pastoral areas since the 19th Party Congress,based on the theory of externality and the theory of environmental property rights,by using the methods of Literature Research,case study and demonstration study,this paper systematically analyzes the present situation and effectiveness of environmental renovation in rural and pastoral areas of Damao United Banner,it reveals that there are some serious problems such as the overlaying of domestic garbage,the over-reclamation and utilization of grassland,and the frequent exploitation of mineral resources.Finally,by summarizing and analyzing the reasons,this paper puts forward the specific countermeasures for the establishment of environmental remediation in rural pastoral areas,which are to increase the publicity and education,improve the environmental awareness of herdsmen,strengthen the supervision and management of the development of mineral resources in pastoral areas,strengthen the guidance,vigorously promote the ecological breeding mode,strengthen the supervision and management department,and form a working force to effectively promote the rural areas The successful implementation of the overall work of the revitalization strategy will provide a reference for the environmental improvement work of the whole country and autonomous regions with similar development.
