Ecological environment issues are related to people’s livelihood and welfare,and are also closely related to economic development.However,the ecological environment has the characteristics of externalities,non-exclusiveness,and non-competitiveness of public goods,which determine that it cannot rely on the market’s autonomous adjustment for effective resource allocation.All members of society share the use value of the ecological environment,and no payment will occur.Therefore,it is necessary for the“tangible hand” of the government to intervene in macro-control to achieve ecological environmental protection and maximize the benefits of social welfare.The report of the 19 th National Congress of the Communist Party of China pointed out and emphasized that we must build a modern and powerful country in which people and nature live in harmony.At the same time of economic development,we must also pay attention to the protection and development of the ecological environment.On the one hand,since the reform and opening up,people’s living standards have improved significantly,the economy has developed rapidly,the number of industrial enterprises has continued to increase,and the “rough” development of enterprises has caused tremendous harm to the ecological environment.On the other hand,the environmental regulation policy has its particularity,which is formulated by the state and implemented by local governments.This has led some local governments to relax their supervision of environmental protection in order to achieve higher economic growth and industrial competitiveness.Government corruption is also an important factor in determining local economic development and ecological environmental protection.It is mainly reflected in two aspects.First,the “dereliction of duty”behavior of local governments.For the purpose of improving the local economy and improving their political achievements,local government officials relax the supervision of the ecological environment and allow polluting enterprises to pollute the ecological environment.Thereby causing damage to the ecological environment and everyone’s living environment.Because the ecological environment itself has the attributes of public goods,it needs the “visible hand” of the government to supervise and regulate,so as to maximize the level of social benefits.Therefore,when government officials dereliction their duties and relax the supervision of the ecological environment,the enterprise loses its awe of environmental regulationdriven by monetary profits,dispels the enthusiasm for innovation and reform.In the long run,it is not conducive to the sustainable development of enterprises.Will damage the public interest.Second,in areas where government personnel are highly corrupt,polluting enterprises will pay bribes to local governments to evade the cost of pollution treatment due to strict environmental regulations.For the relevant government staff,the ecological environment has the attributes of public goods.While not damaging their political merits and economic interests,they seek additional gray income through “rent-seeking”,maximize personal interests,and ultimately “collusion between government and enterprises”.Distort social resource allocation.Therefore,environmental regulations and regional corruption have a very important impact on ecological environment protection and enterprise technological innovation.Based on the theoretical analysis and research,this paper carried out standardized empirical test analysis.Existing articles have conducted a more in-depth study on the relationship between environmental regulation and corporate technological innovation,but there are few articles on the impact of corruption on corporate technological innovation.In view of this,this article introduces anti-corruption intensity variables,collected in 2004-In 2016,inter-provincial panel data studied the impact of anti-corruption efforts and environmental regulations on technological innovation of industrial enterprises.The study found that regional anti-corruption efforts and environmental regulations had significant regional “heterogeneity”,namely Strengthening anti-corruption and environmental regulations at the national level and in the eastern region will promote the technological innovation of industrial enterprises;in the central and western regions,it has no significant impact.At the same time,at the national level and in the eastern region,environmental regulations and enterprise technological innovations present a “U”-shaped characteristic,that is,a trend of first restraining and then promoting,which verifies the existence of the "Porter Hypothesis".In the Midwest,the "Porter Hypothesis" has not been verified.
