In the context of institutional reforms of public institutions,some geological public institutions,especially those with natural resources and prospects,are now facing transformation and reform.At present,provinces and cities,the latest institutional reform plan has been introduced,which has a good external foundation.However,among the geological prospecting units and quasi-geological prospecting units,they are facing the actual situation of backward management and low efficiency.The existing performance appraisal system can no longer adapt to the general environment of market competition,and an enterprise performance appraisal system is urgently needed to serve it.In order to adapt to the upcoming market competition environment,the enterprise performance appraisal system is more suitable for the transformation period of the geological prospecting industry.To complete the established strategic goals of the unit efficiently and accurately,it needs to be established on the basis of a scientific performance appraisal system.Through the north China geological survey bureau of the 4th Geological Brigade of the North China Geological Prospecting Bureau(hereinafter referred to as the 4th Geological Brigade)introduced the performance assessment method.Firstly,the theory of business performance evaluation is developed by means of theoretical analysis.Secondly,through the analysis and research of the existing performance appraisal of the 4th Geological Brigade,it is found that there are problems such as unreasonable performance appraisal design and the causes analysis.Then,in combination with the practical situation of the unit,by using balanced score card method to determine the 4th Geological Brigade performance appraisal indicators,in the use of key performance index method to select index,coupled with the team leader,department heads and staff's actual working condition.Finally formed a set of performance appraisal index of the actual situation for geological four teams on the optimization design to the original evaluation system,design a set of specific the 4th Geological Brigade performance appraisal index system,and the feedback mechanism as guarantee scientific and effective long-term development of the theory.As for the improvement of the performance appraisal system of the 4th Geological Brigade,I hope that it can adapt to the competitive market environment,improve the market competitiveness,and finally realize the value of the company.
