In the 19 th century,due to the rapid development of industrialization and urbanization in the United States,a series of urban environmental problems emerged,among which the garbage problem is an important part.As the problem of urban garbage becomes more and more serious,people gradually realize its harm to the urban environment,and the American public has called for the treatment of the garbage problem.In this context,at the end of the 19 th century,garbage treatment was finally carried out in major cities in the United States,and received response in the country.The full text is divided into three parts: introduction,body and end:The introduction summarizes the related research results of American urban environmental history.The first part examines the serious situation and causes of the problem of urban waste in the United States at the end of the 19 th century.The second part examines the change of Americans’ understanding of the garbage problem and the measures of garbage treatment.The change of American’s view on garbage from "annoying existence" to "garbage problem" is mainly under the background of the mature public health system and the urban beautification movement.The serious waste problem promotes the awakening of management consciousness,and the society has put forward various feasible management schemes.From the point of view of the administrator,this paper respectively examines the ideas and measures of American municipal institutions,private institutions,and non-governmental organizations to deal with garbage.The third part evaluates the effect of governance and makes a historical analysis.This stage of waste management is the beginning of the process of urban waste management in the United States.Although cities in the United States have different social characteristics,Waste management has limitations,But it provides a scientific direction and systematic organization form for the next urban waste treatment,It provides valuable experience for the development of urban problem management.Not only that,but also an important attempt in public health practice,and consolidate the development of urban public health.
