The Impact Reserch Of Environmental Regulation On The Quality Of Economic Growth From The Perspective Of Human Capital

Since China’s rapid economic growth which lasts more than 40 years since the Chinese economic reform is remarkable to the world,severe environmental and ecological problems restrict China’s future economic and social development.Hence,the government has issued a series of environmental regulation policies.As human capital plays an important role in environmental governance and technological innovation,the relationship between environmental regulation and the quality of economic growth may be affected by human capital.Therefore,this paper discusses the impact of environmental regulation on the quality of economic growth from the perspective of human capital.It is of great significance for the government to make a more reasonable environmental regulatory policies,in order to protect the ecological environment and promote high quality economic growth.Based on the theory of environmental regulation and the quality of economic growth,this paper first discusses the theoretical mechanism and research methods of environmental regulation on the quality of economic growth from the perspective of human capital.Secondly,an index system established on the provincial panel data from 2004 to 2016 is used to measure the quality of economic growth.Thirdly,the panel regression and threshold regression models are used to empirically test the impact of environmental regulations on the quality of economic growth of the country,the eastern,the central and the western regions of China from the perspective of human capital.The research has found the following conclusions:first,the quality of China’s economic growth is on the rise as a whole,but there are still some regional differences.Second,the environmental regulations across the country and the eastern region have a positive effect in promoting the quality of economic growth,while the effect of it on the central and western regions is not significant.Thirdly,there is a significant threshold effect of human capital in the relationship between environmental regulations and the quality of economic growth.Specifically,there is a double threshold for the quality of economic growth in the environmental regulations of the country and the eastern regions.When the human capital is at a lower level,the role of environmental regulation in promoting the quality of economic growth is not significant or the significance level is low.When the human capital is at the second threshold,the role of environmental regulation in promoting the quality of economic growth is enhanced.When the human capital is at a higher level,the effect of environmental regulation on the quality of economic growth is no longer significant.There is a single threshold for the quality of economic growth in the environmental regulations in the western region.When the level of human capital is low,environmental regulation has no significant role in promoting the quality of economic growth.When the level of human capital is high,environmental regulation has a significant inhibitory impact on the quality of economic growth.Finally,this paper puts forward corresponding policy suggestions according to the conclusions of empirical research,such as:value the connotation of the quality of economic growth,optimize the existing environmental regulation policies,and moderate increase in education investment and training.
