| Although the application of the PPP model in water environmental treatment projects has reached consensus,due to the long-term cooperation period,large investment scale,single business model,social benefits,high technology needs,contracts,and Projects are complicated,social capital is not highly motivated,and there are many participants.There are various risk factors in the implementation of the project.How to properly share risks between participants is the successful implementation of public-private partnership(PPP)projects.The key factor.However,there are many problems in the risk sharing process of the water environment governance PPP project.On the one hand,due to the unequal status of the risk-bearing subjects or the urgency of the project construction,one party was forced to accept it,but the commitment could not be fulfilled in the implementation.A dispute occurred.On the other hand,traditional PPP project risk sharing research mostly draws on the principle of legal responsibility for dispute settlement.However,due to the multiple characteristics of the PPP project itself,it is not sufficient to define the object of liability due to risk factors,and the partners may not be at fault.Or the risk factor has exceeded the ability of the person responsible for the risk.In addition,project practice mostly uses a broader risk sharing principle to share risk factors.It is not possible to refine the risk sharing process and ignore the unfavorable factors in the risk sharing process.Therefore,how to build a scientific risk sharing model on the basis of full consideration of the risk sharing standards,obstacles to risk sharing,types of risk factors,and degree of influence,and reasonably share the risk factors of PPP projects for water environment governance to each project participant It is still an urgent problem to be solved in the implementation of the current water environment governance PPP project.The paper first identified 52 types of water environmental governance PPP project risk factors through literature review,expert interviews,and data search,among which 7 were unique risk factors for water environmental governance PPP projects.As the research object,52 risk factors for water environment governance PPP projects include 18 national level risks,9 market level risks,and 25 project level risks,covering the risk factors at all stages of the life cycle of water environment governance PPP projects.And verify the integrity of the risk list of water environment governance PPP project from five aspects: comprehensiveness,objectivity,reliability,clarity and practicability.The paper then builds a risk assessment model for the water environment governance PPP project.The FMEA risk assessment method is used to study 52 risk factors from three factors: frequency(O),severity(S),and difficulty detection(D).The IFPWA operator under the background of intuitionistic blur is used to calculate and the risk factors are ranked according to the IF-MULTIMOORA method.This part will assist the research of risk sharing.Finally,the paper builds a risk sharing model of water environment governance PPP project based on SWARA-COPRAS method.17 risk sharing considerations were identified,including 9 risk sharing criteria(beneficial factors +)and 8 risk sharing obstacles(non-beneficial factors-),and their weights were determined by the SWARA method.Proportional assessment method).In the one-time sharing of risk factors,19 types of risk factors with the optimal bearer as the government department,17 risk factors with the optimal bearer as the social capital party,and 16 types of risk factors shared by the common sharing method were determined;Based on secondary sharing,risk factor sharing is more detailed;among them,we obtained the original decision data through Delphi survey method.Finally,the case study validates the risk sharing model of the water environment governance PPP project. |
