Classified Governance Of Rural Human Settlements Under The Guidance Of Ecological Civilization

Comprehensive improvement of the Rural Human Settlements(R.H.S.)is the key task to realize the equalization of basic public services between urban and rural areas,and is the key grip to promote the strategy of rural vitalization.In view of two difficulties existing in the improvement of China’s R.H.S.at the present stage: the single management means and the serious ecological environment problems,based on Marxism integration theory of urban and rural,Marxism ecological thought,Xi Jinping’s ecological civilization and sciences of human settlements,the classification and management of R.H.S.was discussed by qualitative and quantitative methods.The significance and governance dilemma of R.H.S.in China was analyzed first,and the basic principles of classified governance was put forward.Then the comprehensive evaluation method of index system was used to construct the evaluation index system of R.H.S.quality,which covers five levels: ecological environment,living conditions,infrastructure,public service and social development.With the empirical analysis of the statistical data from 2012 to 2016,the quality grades and standards of R.H.S.were formulated and evaluated,and four kinds of typical areas of R.H.S.were delimited: Leading Demonstration Area,Optimizing Development Area,Comprehensively Upgrading Area and Key Regulation Area.Finally,based on the four types of R.H.S.,the classified management countermeasures under the guidance of ecological civilization were put forward,and the following conclusions were obtained:(1)The overall quality of China’s R.H.S.tends to improve,but the governance effect and sustainability are poor,and the quality of R.H.S.in general decreases from east to west.(2)From 2012 to 2016,the proportion of provinces with R.H.S.quality III(Medium)and above increased significantly,forming the main part of the R.H.S.quality grades,and the advantages of relevant policies and regulations are becoming prominent.(3)Half of the provinces are concentrated in the Optimizing Development Area,followed by the Leading Demonstration Area and the Comprehensively Upgrading Area,and individual provinces are in the Key Regulation Area.
