| With the in-depth implementation of the Belt and Road initiative and the continued development of CNPC the 13 th Five-Year Plan,CNPC’s overseas business will face a new round of development.HSE risk assessment and management to be required more adaptable in overseas projects.Research on differences of overseas project’s HSE management and risks can ensure the safety of oversea staff,enhance capabilities of risk prevention and control,and guarantee high quality,efficient and sustainable development of overseas business,enhance the international operation level of CNPC.Based on the domestic and abroad research of HSE management,the thesis researched on risk and HSE management of overseas projects,and the research contents are as follows:(1)The risks faced by CNPC’s overseas projects and domestic projects are different.The specific differences bodified several aspects include natural environment,human environment and social security etc.This thesis put forward the measures to solve the equity differences and other differences.(2)The thesis studied and compared the differences of the operational framework,scope of action,and individual elements between Q/SY 1002.1-2013 implemented by CNPC and international standard,international oil companies and other HSE management,and proposed the revised suggestions of Q/SY 1002.1-2013.And according to international standards,international oil companies,and CNPC overseas business,the thesis summarized excellent HSE management practices,including the safety leadership,HSE hazards management,asset integrity and management of change,contract HSE management,et al.(3)Based on the actual operation of the overseas project HSE system,and the differences between overseas projects and domestic projects,international standards,this thesis developed the HSE management evaluation tools.And this thesis verifies the feasibility and practicality of the tools by analysis of overseas projects in the upper,middle and lower reaches. |
