| As low-carbon development has become the focus of economic development,international and domestic have begun to take measures to reduce greenhouse gas emissions.Climate change conference in Paris,President Xi Jinping put forward China’s emission reduction targets: "achieved a GDP decline of carbon dioxide in 2005 than in 2030,60%-65%." Therefore,the carbon trading market to the country’s regions on a pilot basis,by the end of 2017 a national carbon trading market,announced the launch.Carbon Asset Management is the basis for carbon trading conducted,more robust carbon market mechanism also requires enterprises to have higher levels of carbon asset management capabilities.Sinopec officially launched carbon asset management in 2013,undertaking the responsibilities and obligations of large central enterprises,and participating in the construction and operation of the carbon market.Due to the long working time of carbon asset management,Sinopec has rich practical experience.First of all,this paper is based on Sinopec’s carbon asset management to build an analysis index system for its low carbon competitiveness.Since carbon asset management is an internal management activity of an enterprise,it analyzes the two dimensions of the internal resources and capabilities of the enterprise from the theory of competitiveness.In the enterprise resource dimension,this paper analyzes from three aspects: human resources,scientific research and development strength and clean energy structure.At the enterprise capability level,it starts with the three levels of low carbon production capacity,low carbon management capacity and carbon market participation ability.Then,based on the evaluation of low carbon and low competitiveness,the effect of Sinopec’s carbon asset management is analyzed based on the construction index system.The study found that Sinopec’s carbon asset management has different degrees of improvement in the low-carbon competitiveness of these two dimensions,but there are still shortcomings.Finally,in view of the shortcomings in the six levels of Sinopec’s low carbon competitiveness,suggestions are made for the improvement of the practical assets,technology management,value management and comprehensive management modules of carbon asset management. |
