The development of regional economic integration provides a new impetus for the coordinated development of Beijing-Tianjin-Hebei region,especially the preparation and construction of Xiongan new area,which further improves the requirements for the ecological environment of Beijing-Tianjin-Hebei region,and the development of joint defense and control governance mode in Beijing-Tianjin-Hebei region has gradually become a new trend of the development of regional integration of Beijing-Tianjin-Hebei.Serious water pollution problems are common in Beijing,Tianjin,and Hebei.According to the bulletin on the state of China's ecological environment issued by the Ministry of ecological environment in 2018,the proportion of poor class V water quality in Beijing,Tianjin and Hebei that has almost no use function is still high after years of repeated treatment.The severe water pollution situation makes the shortage of water resources in the Beijing-Tianjin-Hebei region more prominent.The destruction of the water environment system has seriously affected the normal production and life of the people in the Beijing-Tianjin-Hebei region,broken the favorable social conditions for the stable economic development of the Beijing-Tianjin-Hebei region,and seriously affected the overall social stability of the Beijing-Tianjin-Hebei region.At present,the Beijing-Tianjin-Hebei region is in a state of serious water shortage,especially Beijing and Tianjin are highly dependent on the water source of Hebei Province.Although they are in different administrative divisions,the development and use of water sources are not carried out according to administrative divisions.Affected by the geographical environment,the water pollution control mode with administrative divisions as the unit seriously hinders the integration process of Beijing,Tianjin,and Hebei.In the past,the administrative division was the main responsibility of water pollution control in Beijing,Tianjin and Hebei.This mode cannot adapt to the reality of water pollution in Beijing,Tianjin,and Hebei.In the process of actual treatment,there are many problems such as unclear pollution subject,responsibility subject,and supervision subject.This is not only not conducive to the protection of water resources in the Beijing-Tianjin-Hebei region,but also to the comprehensive treatment of water pollution in the three regions.Therefore,it is urgent for Beijing,Tianjin and Hebei to adopt the joint prevention and control mode,break the previous administrative barriers in Beijing,Tianjin,and Hebei,and innovate the regional joint prevention and control mode of water pollution.This paper mainly discusses the joint prevention and control of water pollution in Beijing,Tianjin and Hebei from the perspective of environmental protection law,focuses on solving the legal problems of joint prevention and control of water pollution in Beijing,Tianjin and Hebei,starting from the integrity and particularity of water pollution in Beijing,Tianjin,and Hebei,according to the specific reality of water pollution in Beijing,Tianjin and Hebei and the actual harm caused by it,and draws lessons from the success of joint prevention and control of water pollution in foreign cross administrative regions Based on the experience of water pollution control,this paper discusses the feasibility of water pollution control in Beijing,Tianjin and Hebei.In the theoretical research on the legal issues of the joint prevention and control of water pollution in Beijing,Tianjin,and Hebei,first of all,in the actual implementation of the joint prevention and control of water pollution in Beijing,Tianjin and Hebei,we should give full play to the role of law guidance and guarantee,and in the practical governance level,we should achieve the effective docking and coordinated joint treatment of water pollution by legislation,law enforcement,justice and law-abiding.Secondly,we should innovate the concept of water pollution control in Beijing,Tianjin and Hebei,introduce the concept of joint prevention and control of water pollution into the water pollution control in Beijing,Tianjin and Hebei,break the previous closed governance model with administrative divisions as the boundary,break down local protectionism,and change the concept barriers among the three areas.At last,the Legal Countermeasures of joint prevention and control of water pollution in Beijing,Tianjin,and Hebei are designed according to the actual situation of water pollution in Beijing,Tianjin,and Hebei.First,we need to improve legal safeguards for regional legislation,coordinate law enforcement,and unified joint justice.At the level of theoretical research,regional water pollution research and control centers should be established.Second,we should improve the relevant supporting systems,gradually improve the ecological compensation system,emission trading system and public participation system.Finally,we should make clear the subject qualification and its responsibility,make sure the subject obligation reasonably,and distribute the responsibility reasonably among regions.
