| With the development of economy and the continuous progress of science and technology,people’s awareness of environmental protection is increasing,and sustainable development is becoming increasingly important.And with the acceleration of economic globalization,the industry’s transnational and cross-regional transfer has become more frequent.Many countries have transferred high-pollution,high-energy-consuming and high-emission polluting industries to the eastern coastal areas of China.The economic development of the eastern coastal areas is under pressure to upgrade the industrial structure and the intensity of environmental regulation,and turn the polluting industry into an underdeveloped region that is eager to develop the economy.Pollution industry undertakes grounding in the development of economy and the ecological environment has also been seriously damaged.Therefore,we should study the changes of ecological footprint,ecological carrying capacity and ecological pressure index of the polluted industries in the inbound and outbound areas,and judge whether the less developed areas are suitable for the large-scale transfer of these polluted industries and the factors affecting the transfer of polluting industries are particularly necessary and urgent.However,the existing literature is either to study the national or regional ecological footprint and ecological carrying capacity,or to study the transfer of pollution industries,the combination of the two issues is rare,so,it is of great theoretical and practical significance to study the space-time law and regulation policy of pollution industry transfer from the perspective of ecological footprint.In view of this,this paper first analyzes the traditional mechanism of pollution industry transfer from the comparative advantage theory and factor endowment theory.Based on the deficiencies of the traditional mechanism,this paper constructs a triangle model of industrial advantage,location advantage and environmental advantage to analyze the mechanism of pollution industry transfer under environmental regulation.Secondly,the representative industries are selected from the defined heavy,medium and light pollution industries.Based on the panel data of 30 provinces and cities in China,the spatial and temporal transfer characteristics of various pollution industries in 1999-2015 are calculated by the shift share method.And using the EViews model,regression analysis of the main influencing factors of the transfer of pollution industry.Thirdly,based on the panel data from 1995 to 2015,the ecological footprint,ecological carrying capacity and ecological pressure index of 30 provinces(except Tibet,Hong Kong,Macao and Taiwan)in China were calculated,and the sustainability of ecological environment was analyzed in detail.On this basis,combined with the transfer law of polluted industries,the ecological environment status of the transfer and exit areas was analyzed,and 30 provinces and cities were divided into key introduction areas,optimized introduction areas,restricted introduction areas and prohibited introduction areas.Last.According to the research conclusion of the full text,it puts forward reasonable,targeted and practical countermeasures and suggestions from different industries and different angles in order to provide reference value for the top-level policy design of the country. |
