Research On The Impact Of Environmental Policies On Industrial Pollution Reduction

Environment is the necessary attachment for human beings survival for a long time.Environmental issues are not only related to people’s livelihood and welfare,but also closely related to the development of human society and economy.With the continuous development of China’s economy and society,the acceleration of industrial process,the economy has achieved considerable achievements.However,China’s environmental problems are facing a severe test.The industrial pollution emission brought by industrial development not only pollutes the environment,but also leads to wastage due to the inevitable occupation of environmental resources.Based on the current implementation of China’s environmental policy,the factors affecting industrial pollution reduction has been analyzed,reasonable Suggestions about how to improve China’s environmental policy to improve China’s environmental status has been given.Firstly,the basic theories of environmental policy and the factors affecting industrial pollution emissions has been analyzed by this thesis.According to China’s current environmental policies,environmental policies are divided into three categories: executive order environmental policies,market incentive environmental policies and public participation environmental policies.Then,the influencing factors of industrial pollution are theoretically analyzed.On the basis of previous conclusions,other significant factors that can affect industrial emissions besides environmental policies are selected as variables to be controlled in the regression.Secondly,the current situation of industrial pollution emission in China and three economic regions are analyzed.Then,in the empirical part,based on the inter-provincial panel data from 2003 to 2016,a fixed effect model has been set up and Stata software has been used as a tool to conduct regression analysis on the industrial waste water,waste gas and waste gas solids representing industrial pollution emissions.The results show that the total investment in environmental treatment has a promoting effect on the discharge of industrial waste water and waste gas,but the effect on the industrial waste solid is not obvious.The overall efficiency of environmental governance investment is not significant.The number of environmental letters and visits and the amount of pollutant discharge charges have a positive impact on industrial emission reduction.Finally,based on the empirical results,reasons why the environmental governance investment and environmental policies have not promoted but intensified the industrial emission reduction has been analyzed.Suggestions for improvement of the two policies,the environmental petition system and the emission rights collection system,which are influential but not strong enough has been put forward.
