Research On The Status Quo And Optimization Strategy Of Environmental Noise Standard

In recent years,with the rapid development of China’s economy,the people’s quality of life has enhanced dramatically.While enjoying the convenience of the new era,people are also interfered by the ambient noise.First,this paper summarizes the current status of ambient noise and the basic situation of criteria for ambient noise in China,and discusses the research scope and purpose of ambient noise criteria.At the meantime,the paper puts forward research questions and sets up the direction of research.Second,this paper figures out where the problem lies through combing the development history of ambient noise,comparing the differences of criteria for ambient noise at home and abroad,and exploring the shortcomings of criteria for ambient noise in China.Speaking of historical outline,this paper discusses the birth and development of environmental noise standards,and explores the events that affect the development of environmental noise standards.In terms of the comparison of criteria for ambient noise,the differences between China and foreign countries’ advanced criteria for ambient noise are obtained through the comparison of details such as the criteria-making process,content and implementation methods of the standards,etc.Based on the above contents,the shortcomings of criteria for ambient noise in China are found.Finally,according to the shortcomings of criteria for ambient noise in China,we designed the environmental noise questionnaire for the public and the expert questionnaire for experts of noise control,investigated the attitude to the current environmental noise from two aspects and explored the criteria for ambient noise and noise control methods which are accepted by the public and experts.After collecting questionnaires,we analyzed residents’ attitudes towards standards of environmental noise and standards related issues,and got the most reasonable optimization method of environmental noise standards.Combining the two aspects,a reasonable optimization strategy in line with the development trend was finally proposed.The main innovation point of this paper is to start with criteria for ambient noise,discuss the problem with the combination of horizontal and vertical aspects and then investigate people from different positions so as to get optimization strategy.For the longest time,the control of environmental noise has been explored from the technical means.Thus,it is not the technology that hinders the standard of environmental noise governance in China,but the treatment basis.Technology is fast but criteria has shortcomings,which is just like action always preceding thought.Therefore,it is essential to explore the environmental noise standard which is suitable for social development and new technology application.Based on the "optimization strategy" discussed in this paper,we want to use it to attract more valuable resources and provide a new direction for environmental noise control.
