With the accelerating urbanization process in China,the rapid development of the urban economy has also brought environmental problems.The scale of the city continues to expand,and the amount of garbage generated is also increasing.Many cities are caught in the dilemma of garbage.As the best way to deal with domestic garbage,waste incineration has attracted the attention of the government,enterprises and residents.The 19 th National Congress of the Communist Party of China pointed out that it is necessary to focus on solving outstanding problems,strengthen the construction of urban ecological civilization,and emphasize the construction of an environmental governance system in which the government is the dominant,the enterprise is the main body,the social organization and the public are the participants.Therefore,NIMBY crisis in the implementation of the waste incineration project should not be underestimated.Based on the in-depth analysis of the causes of waste incineration,this thesis constructs a “scenario-response” case library of waste incineration,and analyzes the path of crisis transformation in NIMBY through Bayesian network modeling and gives relevant recommendations for crisis transformation.The specific content has five parts: The first part mainly summarizes and analyzes the direct,indirect and root causes of NIMBY crisis by sorting out the relevant literature on NIMBY and NIMBY effect.The second part is mainly the construction of the case library.Through the network crawler,text semantic analysis,vectored expression of vocabulary,the characteristic attributes of the case in the case library are analyzed,and the “scenario-response” case library of NIMBY for waste incineration is constructed.The third part is mainly case retrieval and matching.The attribute weight calculation based on Bayesian correction and the cosine angle case similarity calculation methods are proposed.The fourth part is mainly the revision and study of the case,this thesis proposes a correction method based on Bayesian network.On this basis,cluster analysis is used to obtain four types of crisis events in the case database,and Bayesian network learning is carried out for four types of crisis events,and the transformation path of NIMBY crisis is discovered.The fifth part takes the NIMBY crisis for waste incineration in Gaoyao district as an example.Based on the preliminary analysis of the causes for the crisis,it analyzes the attributes of NIMBY crisis and matches the existing cases in the case library.Combined with the Bayesian network,this thesis analyzes the transformation path of its crisis,and finally put forward countermeasures and suggestions from the perspectives of the government,residents,waste incineration enterprises,and the third parties.The two innovations of the thesis are: Based on text mining and text analysis,the “scenario-response” case library of NIMBY crisis for waste incineration is established,which provides a scientific basis for case-based reasoning of NIMBY crisis for waste incineration.Constructing a case-based reasoning model for NIMBY crisis in waste incineration based on the “fame and fortune” space,which provides a new method for the crisis transformation of NIMBY in waste incineration.
