Study On The Realistic Dilemma And System Of The Third Party Of Environmental Pollution Control

With the rapid development of China’s economy,at the same time,the improper emission of production enterprises,environmental damage and other incidents have been repeatedly exposed,environmental protection has become an important issue.The shortcomings in the legal supervision and governance mode of environmental protection are increasingly prominent.Since the implementation of China’s environmental protection law in 1979,China has been using the principle of polluter’s burden,that is,the traditional pollution control mode of "who pollutes,who governs".In 2002,Professor Cai Shouqiu,an environmental law expert,introduced the new concept of third-party treatment of environmental pollution into China.With the introduction of the new mode of treatment,some enterprises also cooperated with foreign professional treatment enterprises to carry out legal and standardized treatment of pollutants discharged by enterprises.The new third-party model of environmental pollution control has many benefits compared with the traditional model,and it is of great significance to deepen the reform,grasp the construction of ecological civilization,and promote the high-quality development of economy and ecology.Firstly,the paper expounds the background and significance of the topic,and then summarizes the connotation and relevant systems of the environmental pollution control system.In order to further explore the feasibility and necessity of environmental pollution control in China,the author compares the environmental pollution control system with the government enterprise joint venture system,and finds the advantages of the third party system of environmental pollution control.Secondly,from the research status and operation results of the system at home and abroad to find problems in practice,get some experience that can be used for reference.Finally,the third-party governance system of environmental pollution in foreign countries is investigated and studied,and the actual operation of the third-party governance of environmental pollution in China is reviewed.The countermeasures to solve the actual problems are extracted from different perspectives,and the crux of the problem is summarized according to various factors.This paper points out several key problems in the third-party treatment of environmental pollution,and discusses the problems in order to find a better solution.In practice,the lack of top-level design,the confusion of regulatory authority ofgovernment agencies,the difficulty of social capital financing and its low rate of return are all obstacles to the implementation of third-party environmental pollution control.In order to better solve these obstacles,the third party of environmental pollution control,which is beneficial to the environment,the people and the efficient pollution control mode,has been carried out,and my opinion has been written.
