Over the past 40 years of reform and opening up,China has made great achievements in economic and social development,but at the same time,China's resource constraints are increasingly tightening,the capacity of environmental carrying is close to the upper limit,and the extensive and inefficient growth model driven by factors is unsustainable.Therefore,transforming the green development mode and creating the concept of green development have become an important topic in the construction of ecological civilization.The Nineteenth National Congress of the Communist Party of China explicitly takes the construction of ecological civilization as its strategic goal.The environmental regulation as an effective means and method to control ecological pollution has important theoretical and practical significance for promoting the growth and transformation of China's green economy.This paper is divided into five parts.The first part,systematically combing the research results of scholars,lays a theoretical foundation for this paper;the second part,defines the related concepts of environmental regulation and green economy,explores the impact mechanism of the two according to Porter hypothesis theory,constructs environmental regulation indicators and green total factor productivity respectively,and provides a theoretical framework for later research;the third part,analyses the current situation of environmental regulation and green economy.Through the analysis of their development process and spatial distribution map to understand the current situation and changes;the fourth part,selected the panel data of 31 provinces from 1999 to 2016 as the research sample to conduct a spatial econometric model analysis,based on the empirical results to analyze the impact of environmental regulation and related control variables on green economic growth;the fifth part,summarized the research content of this paper and put forward relevant policy recommendations.The conclusions of this paper are as follows: firstly,there is spatial correlation between environmental regulation and green economic development;secondly,under the influence of economic development and environmental regulation,green total factor productivity generally presents a growth form;thirdly,further stringent environmental regulation will increase the cost of early governance,but with the improvement of production efficiency and technological innovation,the level of green economy will be raised accordingly.As a result,the direct impact between thempresents a "U" trend.Fourthly,after adding innovation incentives,tit indirectly improves the level of green economy by making up for the cost burden of environmental regulation.The innovations of this paper are as follows: First,considering the spatial correlation of green economic development,we establish several spatial econometric models to study the relationship between the two,which makes the conclusions of this study more accurate;second,on the basis of the previous research,we add innovation incentives to explore the relationship between the two,so as to make the research more comprehensive and reasonable.
