As the carrier of ensuring the lifeline of oil transportation,tanker fleet plays an important role.As a big oil consumption country,China's national tanker fleet status is still unshakable.However,due to the weak recovery of the world economy,fleet size growth and other factors,fleet economic benefits are facing a serious decline.In 2015,General Secretary Xi proposed structural reforms on the supply side to remove production capacity,inventory,leverage,reduce costs and make up for shortcomings.The National Carbon Emission Trading Market Construction Plan(Electric Power Industry),issued by the National Development and Reform Commission recently,has promoted the construction of the national carbon emission trading market in the electric power industry.Carbon emission reduction in shipping is an inevitable trend in the international shipping industry.For the oil tanker fleet,energy saving and production and operating efficiency are the two major concerns of the fleet operation.This paper studies the domestic crude oil fleet of the world's largest state-owned energy transport company in terms of transport capacity,and studies the energy consumption and economic performance of six ship types in the fleet from three aspects.Energy efficiency design index(EEDI)is introduced to explain its numerical meaning,including its evolution history,scope of application and datum line.According to the formula of EEDI,six types of tankers operating along the coast are calculated,and the differences between EEDI and IMO related rules are compared,and the key factors are analyzed.Sensitivity analysis and suggestions on ship type improvement are put forward.Energy efficiency operation index(EEOI)is expounded,including its evolution history and calculation formula.The EEOI statistics of historical operation voyages are carried out to analyze the weights of fuel consumption of each ship type,fuel consumption of boiler unloading,fuel consumption of boiler heating and so on.An approximate model of fuel consumption for navigation is constructed by using the corresponding surface model.Time Chapter Equivalent.This paper expounds the meaning and application method of ship equivalent term rent,constructs the formula for calculating the equivalent term rent of each ship type,substitutes the approximate model of navigational fuel consumption into the model of ship equivalent term rent price,and uses the multi-island genetic algorithm to solve the practical problem.
