Research On The Management Of Rural Household Garbage In Xingtai City Under The Background Of Rural Revitalization Strategy

The report to the 19 th national congress of the communist party of China stressed:“we must uphold harmony between man and nature.”Remediation of rural living environment and good management of rural garbage are the vivid embodiment of the concept of harmonious coexistence between man and nature.Since April 2018,xingtai municipal party committee and municipal government have made the supervision and supervision of rural household waste management an annual priority,vigorously promoting the work and achieving initial results.While making some achievements,there are still some problems.In particular,the selection of garbage management methods,the promotion of the market-oriented model,how to effectively carry out the garbage classification work,how to improve the garbage management system and other solutions have practical significance for the management of rural household garbage in xingtai city.Through comprehensive analysis of relevant literature at home and abroad,this paper is guided by the new public service theory and public governance theory,Through field investigation,visit,data collection and other forms,I have learned about the management of rural household garbage in xingtai city,especially the characteristics and problems of rural household waste management.The main problems are five aspects: the government management system is not unobstructed,the garbage itself exists,the lack of diversified capital investment,the low level of garbage collection and transportation marketization,and the serious lack of environmental protection measures.After the summary and analysis of the main reasons for the above problems are the absence of the government’s "dominant role",the imperfect protection of laws and regulations,the weak awareness of villagers’ environmental protection,and the limited participation of ngos in garbage treatment.Finally,On this basis,the following countermeasures and Suggestions are proposed: explore innovative models for waste management,realize marketization of waste management,to build a legal environment for waste management,strengthen villagers’ awareness of environmental protection and improve non-governmental organizations’ participation in environmental management.Amongthem,on the premise of analyzing the annual,daily output and population of rural household garbage in each county of xingtai city,the layout of xingtai municipal garbage incineration treatment plant was creatively drawn,so as to achieve the full coverage of the city’s rural household garbage and harmless treatment.
