Research On The Policy Effect Of Energy Industry Policies Of Distributed Natural Gas

In 2017,National Development and Reform Commission with other 15 ministries launched new policies to support the replacement of traditional coal energy with new environmental friendly energy power.Considering high heat value,low cost,less pollution and other advantages,natural gas has been regarded as the strategic choice for national energy development that could be used as complementary with nuclear power and renewable energy.However,the late launchedpolicies partly solved price problem as well boost motivation of relative companies,whilethere are still several problems exist in the resources,electricity price,equipment,technology and electricity market.In this case,national distributed natural gas industry policiesdid not make a huge progress as expected.Then central government and local governments further launched another new energy policies to guide the trend of distributed natural gas industry,in hope that it could improve the development forward.In the aspect,Shanghai government is one of the earliest governments setting upsupportive policies of natural gas distributed energy project and it played the leading role so far.Three rounds of developed policies have been taken in action to supply discounts on investment,gas price and electricity price that achieve a great progress since 2004.As a leading role,Shanghai government has accumulated lots of experience on this area policies that could be learned by other local governments.So it is necessary to take a close look on Shanghai relative policies and find some good aspects and problems in order to promote development of this industry.This article will first clear the concept of the objects of distributed natural gas energy projects,list the evolution of Shanghai natural gas distributed energy supportive policies,and state basic contents,mechanism of actions,majority measures and implementation situation of these policies in policy-making person’s views.In the framework of policy evaluation theory,combined with the analysis of Shanghai International Resort’s distributed natural gas project as a typical case,using tools such as literature retrieval method,questionnaire method,try to establish Shanghai natural gas energy supportive policy evaluation criteria which including three primary indicators,four secondary indicators and eight third-level indicators,to analyze Shanghai natural gas distributed energy projects supportive policy effects and existing problems from five areas which are self-economics,energy saving effects,friend-environmental,new business model and external environment,and think about corresponding policy suggestions to make the policy suitable for the future,and provide the referencesfor the future domestic comprehensive promotion of distributed natural gas energy projects.Mainly includingimprovement on top-level design of the policies,improvement for new energy price market by the tool of policies,policies coordination in new energy industry,etc.
