| In recent years,household waste in cities constantly increases.The ability of disposing household waste lags behind the growing demands of environment and health from people.Carrying out household waste classification in community can dispose household waste from the source and alleviate the pressure of the terminal disposal.The green fortune is one of the means to incent residents to classify household waste consciously from the source.This research aims to clarify the implementation status quo of green fortune,analyze the factors affecting the implementation effect,explore problems,and explore the path to improve the implementation effect of green fortune,for developing the household waste classification in community orderly,providing a reference for public sector managers,practicing green development concept,realizing cyclic and low carbon development.The research is based on Herzberg’s two-factor theory,uses literature retrieval and analysis,questionnaire investigation,data analysis and other methods to analyze the status quo of green fortune,explore problems and analyze causes.The research analyzes the factors affecting the implementation effect of green fortune,chooses residential property prices,property management fees,the number of residents’ committees staff,the average number of party branch,the average number of party membership,the number of points for implementing cleaning and recycling networks integration,the number of points for implementing waste releasing in timing and points,the number of residential areas creating demonstration and the number of points for public licenses as nine independent variables from the external environment factor and government promoting factor,analyzes the influence on residents’ willingness,participation behaviors and average residential points.The results show that in terms of the implementation of green fortune,firstly,the rules and regulations supporting green fortune are unsound.Secondly,there is a lack of cooperation and alliance with more market forces.Thirdly,the points exchange ways are single and the prizes are unattractive.Fourthly,publicity and education are not targeted enough.Fifthly,residents’ deep participation rate is low.The reasons are analyzed from four aspects: the lack of spiritual incentive mechanism,the unsound household waste classification facilities in community,the lack of enthusiasm for the participation of multiple subjects,and the weak ability and quality of residents.In terms of the factors affecting implementation effect of green fortune,residents’ willingness is influenced by the average number of party membership,the number of residential areas creating demonstration and the number of points for public licenses.Residents’ participation behaviors is influenced by the residential property prices and the number of residents’ committees staff.Average residential points are influenced by residential property prices,the average number of party branch,the average number of party membership,the number of points for implementing cleaning and recycling networks integration and the number of points for implementing waste releasing in timing and points.Based on the research results,the research proposes countermeasures and suggestions from five aspects to promote the implementation effect of green fortune.Firstly,strengthen the leading capacity of the government,improve the construction of rules and regulations and innovate the green fortune collaborative management mechanism.Secondly,improve the supply of public services,provide rich points exchange prizes,expand the application of intelligent management technology.Thirdly,strengthen the publicity and education,broaden the publicity channels and content,make full use of publicity carrier in community.Fourthly,improve the spiritual incentive mechanism and assessment and evaluation system of green fortune,promote the publicity system.Fifthly,improve the autonomy ability,play a leading role in community party building,improve the quality of residents’ committees staff. |
