Research On The Mechanisms Of Urban Form On Urban Environmental Expenditure Performance And Regulation Policy

In recent years,with the acceleration of China’s urbanization process and the rapid expansion of urban scale,the contradiction between urban sustainable development and environmental protection has become increasingly prominent.The change of urban form characteristics and urban environmental performance has become a hot topic in the society.This paper innovatively explores the impact of urban form characteristics on the performance of urban environmental expenditure.It not only clarifies the relationship between the two,but also provides important reference for urban economic and social development,urban planning and other aspects.It is of great significance to the implementation of China’s sustainable development strategy and the healthy development of urbanization.The paper takes 30 major cities of China as the research target.Then basing on the data of remote sensing and statistics of 2000,2007 2010 and 2013,the urban form and the urban environmental performance are analyzed in this paper.The quantitative indexes of urban morphology are compactness ratio and extension ratio.Through the calculation of the index value of urban form,it is found that the urban compactness is low and the elongation is high,which indicates that the urban form cannot effectively guarantee the intensive and efficient development and utilization of urban space in the evolution process.Then,this paper chooses the DEA-SBM model considering the undesired output to evaluate the performance of urban environmental expenditure,and establishes the evaluation index system from the two aspects of input and output.The results of environmental expenditure performance evaluation show that,on the spatial level,most of the cities with effective DEA are in eastern regions,while the western cities have lower environmental expenditure performance value,and the overall performance is high in the east and low in the west.In terms of time,from2000 to 2013,the environmental expenditure performance of most cities rose first and then fell.On the whole,the number of cities with effective environmental expenditure performance per year is not more than 30% of the total cities,and the average value is also below 0.6,showing great room for improvement.In order to further study the influence of urban form on urban environmental expenditure performance,the semi-parametric CLAD model is used for estimation analysis.The results show that the compactness of urban form has a positive effect on the improvement of environmental expenditure performance,and the effect of the extension ratio on theperformance of environmental expenditure is not significant.On the basis of analyzing the impact mechanism of urban compactness on urban environmental expenditure performance,suggestions on improving the urban environmental performance and promoting the sustainable development of cities were put forward,for example,develop a green transportation system,and adopt policy recommendations for eco-city planning strategies.
