Under the concept of green development,how to improve the urban green elements has become the focus of public attention.With the gradual transformation of China’s economy from a high-speed growth stage to a high-quality development stage,in order to implement the concept of green development,various regions have adopted reasonable and effective environmental measures to improve the ecological protection system,reduce environmental pollution,and promote the coordination development of environment and economy.Therefore,from the perspective of environmental regulation,this paper deeply explores the impact of environmental regulation on urban green total factor productivity,which has important theoretical and practical significance for promoting the convergence of environmental regulation policy with the green economy of various regions,improving economic quality and competitiveness.Based on the panel data of 283 prefecture-level cities,this paper mainly uses fixed effect models,non-linear threshold models and intermediary effect test methods to explore the impact of environmental regulations and industrial upgrading on urban green total factor productivity.The reseach find that: First,there is an intermediary effect on the overall upgrading of industrial structure and the advanced industrial structure.Environmental regulation can promote the improvement of the urban green TFP by means of the overall upgrading of industrial structure and the advanced industrial structure.Second,The direct impact of R&D,government intervention,and urban scale on the urban green TFP is positive,while the impact of manufacturing agglomeration,foreign investment,and export on the efficiency of urban green development is negative.Third,The urban green TFP is decomposed into two aspects: green technology progress and green technology efficiency.It further verifies that the overall effect of industrial structure upgrading and industrial structure upgrading is positive and significant for green technology progress,and the mediating effect on green technology efficiency is neither significant nor negative.Finally,further threshold test shows that there are two thresholds for the overall upgrading of urban industrial structure,and a single threshold for the advanced industrial structure.After crossing the threshold,the role coefficient of environmental regulation on the urban green TFP is significantly improved.Finally,countermeasures and suggestions are put forward.At last,according to the empirical results,put forward corresponding policy recommendations: First,in order to bring about the positive effects of environmental regulations on the promotion of urban green development,the overall upgrading of urban industrial structure and the high-grade industrial structure need to reach a certain threshold.The Northeast and the West,in particular,must reduce their dependence on resource-based industries and accelerate the transition to emerging industries and service industries.Second,vigorously promote the investment of R&D and human resources,and promote urban development from “factor-driven” to “innovation-driven”;Third,considering the negative impacts of exports and FDI on the urban GTFP,China needs to reverse its export-oriented strategy,gradually shift to a domestic demand-driven development strategy.And exploiting the markets along the Belt and Road,through direct investment in the countries along the Belt and Road to meet the market demand of the host country,reducing the negative effects of direct exports from the home country.The introduction of foreign capital must be optimized and the negative effects of "polluting paradise" must be avoided.Finally,the impact of government intervention and urban scale on urban green development is positive,it require the government to support green industries suitable for future environmental protection requirements in advance,and expand the urban scale to facilitate the cultivation of new needs and the concentration of innovative resources and industrial chains.
