Study On Administrative Legislation Of Ecological Compensation Of Beijing-Tianjin-Hebei

With the rapid development of today's society,ecological and environmental problems have become a common problem faced by all countries in the world.The ecological compensation system is an effective strategy to improve the ecological resources in the region,can be an important measure for the protection of interregional ecological resources.It can not only effectively avoid the "free rider" phenomenon of ecological resources,but also contribute to the sustainable and beneficial development of the whole regional ecology.The coordinated development of the Beijing-Tianjin-Hebei region should not only be reflected in the economic development,but also in the social and ecological aspects.It is necessary to formulate administrative legislation to systematically regulate the ecological compensation system and provide sufficient basis and guarantee for regional ecological compensation activities.The main content of the article is:The first chapter of this article points out the concept of ecological compensation,and let it be the breakthrough point of the article,and then defines the Beijing-Tianjin-Hebei region ecological compensation of administrative legislation.This paper puts forward the demand for the ecological compensation administrative legislation in Beijing,Tianjin and Hebei province from the two fields of ecological security and legal environment,and studies the practical feasibility of the legislation from the perspectives of policy,law and economy.The second chapter of this paper expounds the ecological administrative ideas of rule by law,administrative compensation and sustainable development,so as to promote the transformation of administrative functions and strengthen the standardization of administrative actions in the ecological field.Furthermore,it further expounds the principle based on the theory of regional coordinated legislation in Beijing,Tianjin and Hebei,this chapter studies the subject,form and procedure of regional coordinated legislation,and further sorts out the theoretical basis of ecological compensation administrative legislation in Beijing,Tianjin and Hebei.The third chapter studies the practice and legislation of ecological compensation in foreign countries,including the United States,Germany and Japan.Through the arrangement of foreign ecological compensation practices and legislative activities,this paper provides reference for China's ecological compensation legislation and the practice and legislation of ecological compensation in Beijing,Tianjin and Hebei,and finally provides a foundation for the research content of the last part of this paper.In the fourth chapter,this paper discusses the administrative legislation of ecological compensation in Beijing,Tianjin and Hebei,based on the current situation and problems of ecological compensation in Beijing,Tianjin and Hebei,the theories and the reference of foreign ecological compensation legislation.The author discusses the selection of the mode,the determination of the main body and form,and the regulation of the ecological compensation system in Beijing,Tianjin and Hebei,and tries to put forward some meaningful ideas and Suggestions on the ecological compensation administrative legislation in Beijing,Tianjin and Hebei.
